Case #10: Request to Rezone Certain Property from R-3 Urban <br /> Residential to R-1 Urban Residential; Case of Gary Gorham <br /> <br />Zoning Administrator Frolik stated that Mr. Gary Gorham is in the process of platting <br />Willow Ridge. The plat consists of approximately 18 acres located east of St. Francis <br />Boulevard, just north of Amber Ridge. The property is currently zoned R-3 Urban <br />Residential for multi-family units. The plat submitted proposes to develop the entirety of <br />the property with single family homes. To do so will require rezoning the property to R-1 <br />Urban Residential. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to adopt <br />Resolution g95-02-045 adopting Findings of Fact g0373 relating to a request from Gary <br />Gorham to rezone certain property from R-3 Urban Residential to R-1 Urban Residential. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to introduce an <br />ordinance rezoning the proposed plat of Willow Ridge to R- 1 Urban Residential. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Case #11: Request for Preliminary Plat Approval of Willow Ridge; Case <br /> of Gary Gotham <br /> <br />Zoning Administrator Frolik stated that Mr. Gary Gorham is requesting preliminary plat <br />approval of Willow Ridge located on the east side of Highway #47 at about 149th. The <br />plat consists of 18 acres proposed to be platted into 34 single family residential lots served <br />by municipal water and sanitary sewer. All of the lots will meet the minimum dimensional <br />and area requirements. The developer is required to install a bituminous pedestrian <br />transportation trail parallel to Highway g47, which is not park dedication credit eligible as it <br />is transportational in nature. No lots will have direct access onto Highway #47. An outlet <br />is proposed onto Highway #47. In exchange for this outlet, MnDOT may require closing <br />one of the accesses on the west side of Highway #47 in the same vicinity. Ms. Frolik <br />explained that the developer is in the process of working on the landscape plan. The <br />Planning Commission conducted a public hearing. There were comments submitted that <br />objected to the closing of one of the accesses on the west side of #47 and concern was <br />expressed that the development would intensify existing drainage problems in the area. <br /> <br />City Engineer Jankowski stated that drainage from this plat will ultimately discharge into <br />protected Wetland #659 which was provided with an outlet to the Rum River as a part of <br />the Amber Ridge development. <br /> <br />Discussion ensued regarding drainage in the area. <br /> <br />City Administrator Schroeder stated that prior to final plat approval, the issue relating to <br />drainage will have to be addressed; however, that issue does not have to hold up granting <br />preliminary plat approval. <br /> <br />Ms. Frolik added that the access onto Highway #47 would also be addressed. <br /> <br />City Council/February 28, 1995 <br /> Page 8 of 14 <br /> <br /> <br />
