added that there are additional costs associated with the additional work associated with <br />evaluating these additional alternatives. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Peterson to direct <br />Staff to direct consultants to proceed with final plans and specifications of the following: <br />the double S configuration, with a decrease in speed on the curve closest to Armstrong. <br /> <br />Further discussion: Councilmember Beyer inquired if property owners were notified that <br />this discussion was taking place tonight to which Mr. Jankowski replied no. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Peterson and <br />Beahen. Voting No: Councilmember Beyer. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Peterson to <br />authorize approval of the additional cost for evaluation of the additional traffic options. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Peterson and <br />Beahen. Voting No: Councilmember Beyer. <br /> <br />Mr. Jankowski informed Council that the Road and Bridge Committee also discussed <br />traffic control on 171 st Avenue. Mr. Tim Dusbabek, one of the petitioners to close 171st. <br />was present at the meeting. He stated that at the last meeting, he (Jankowski) had <br />recommended denial of the request for closure based on the fact that it did not serve any <br />public interest. The Road and Bridge Committee recommended temporarily closing 171st <br />until Bison Street is paved. He stated that there are two access points for about two dozen <br />residents. If we close 171 st, it will likely remain that way for a time and the accesses will <br />be limited to one. <br /> <br />Councilmember Zimmerman commented that he initially thought maybe stop signs and <br />speed bumps would work. Then it was decided that a temporary closing of 171st at Bison <br />would work and hopefully it would get Bison Street tarred. <br /> <br />City Administrator Schroeder stated that it was presented that the closure of 171st would be <br />just until Bison is paved; perhaps a temporary closure of 171st to review effects. <br /> <br />Mayor Hardin recognized Mr. Dusbabek's work on this situation but stated he would not <br />be in favor of closing a road. <br /> <br />Tim Dusbabek, 7821 - 171st Avenue N.W., Ramsey, explained that he is asking for the <br />closure of 171st but that it would be temporary. Granting this request would show that <br />Council is trying to move forward on this situation. With inactivity, Council is making a <br />decision to close off Bison Street. We have offered many solutions and many suggestions. <br />He reminded Council that this is a unique situation and this would be a way to appease <br />them somewhat. He stated that his neighborhood has taken the brunt of this situation for <br />the last seven years. <br /> <br />Mayor Hardin stated he has always been in favor of placing a stop sign there. <br /> <br />Mr. Dusbabek suggested that one stop sign for a right hand turn will not do anything. He <br />asked that Council at least initiate something that moves forward in a different direction. <br />He expressed how frustrated he is that a three-year plan that has been talked about shows <br />Bison Street at the end of the plan. He reiterated that Council please consider his request <br />on the guidelines that this is a unique situation. There has been a lot of rhetoric about <br />charging people for unpaved roads, but no activity has happened.
