He thanked Council for the time to voice his concerns. <br /> <br />City Attorney Goodrich expressed a concern about liability issues in closing a road. <br /> <br />Councilmember Peterson stated that part of the problem is that Bison Street does not go <br />through. He added he is curious to know what it would cost to get that through. <br /> <br />Councilmember Zimmerman expressed an interest in what was actually approved when <br />Dellwood Hills was granted final plat. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to table this <br />issue until the City Attorney has a chance to check into liability issues. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer <br />and Zimmerman. Voting No: None. <br /> <br />Case //9: Report from Personnel Committee <br /> <br />City Administrator Schroeder reported that the Personnel Committee had authorized filling <br />the Finance Department vacancy with the position of Senior Accountant and that the <br />posting/advertisement he amended as it relates to supervisor. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to ratify the <br />motion of the Personnel Committee and to direct Staff to proceed with the hiring process of <br />the Senior Accountant position. <br /> <br />Mr. Schroeder reported that the Personnel Committee discussed the opportunities presented <br />by the Senior Accountant position and decided to postpone filling of the Assistant to the <br />City Administrator vacancy until after the Finance position is filled. No action is required <br />on this item. <br /> <br />Mr. Schroeder informed Council that, following a discussion relating to a reimbursement <br />for education policy, the Committee tabled it and will discuss it again at their next meeting. <br /> <br />Mr. Schroeder stated that another issue discussed at the Personnel Committee level was a <br />Joint and Cooperative Agreement for Use of Fire Personnel and Equipment between the <br />Governing Bodies in Anoka County. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beyer to authorize the City <br />Administrator to sign the Joint and Cooperative Agreement for Use of Fire Personnel and <br />Equipment between the Governing Bodies in Anoka County. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Case #10: Discussion of Moratorium on Expansion of Sanitary Sewer; <br /> Request of Ramsey Resident(s) <br /> <br />City Attorney Goodrich stated that with regard to a moratorium on expansion of the <br />sanitary sewer, the State Statutes reads that the City does have the option to adopt an <br />interim ordinance for all or part of the City for a period of one year for the purpose of <br />protecting planning.
