Mayor Hardin thanked the residents and developers for their comments and added that <br />these are not easy issues to deal with. <br /> <br />Case gT: Request for Final Plat Approval of River's Bend 4th Addition; <br /> Case of Rick Foster and Art Raudio, R.F. Development <br /> <br />Zoning Administrator Frolik stated that the approved preliminary plat for River's Bend 3rd <br />Addition consisted of 32 single-family lots and eight commercial lots. The final plat for <br />River's Bend 3rd Addition platted the first 17 residential lots. The applicants have <br />submitted a request for final plat approval of the second phase of the plat, which consists of <br />the remaining 15 single family lots. The residential lots are in the Scenic River Overlay <br />District for which the minimum lot size is 12,150 square feet. Some of the lots do not meet <br />this minimum area requirement on an individual basis but overall, the density of the <br />residential lots exceeds one per 12,150 square feet, which was acceptable to the Department <br />of Natural Resources (DNR) at the time of preliminary plat approval. However, the depth <br />dimensions of the lots on the cul-de-sacs is such that it somewhat restricts the style of <br />homes that can be built on the lots while meeting the minimum setback requirements. City <br />Staff's initial inclination was to reduce the radii of the cul-de-sacs to 50 feet, however, this <br />would have been a time consuming and cosily correction to the final plat. To achieve the <br />same result at less expense and time, City Staff is recommending that a 10-foot variance to <br />the front yard setback be granted to Lots 1, 2, 3, 4, 9, 10, 11, and 12 in order to provide <br />more flexibility as to the style of home that can be constructed on those lots. Ms. Frolik <br />added that, with respect to park dedication, there is an agreement between the City of <br />Ramsey and Ramsey Center Partnership, dated January 10, 1980, that exempts this <br />particular property from a park dedication in lieu of property donated to the City and <br />Council for various purposes. The development agreement will require the developer to <br />install a 2-inch diameter tree on every lot. City Staff is recommending final plat approval. <br /> <br />Mr. Rick Foster of R.F. Development stated that they essentially agree with everything, <br />with some slight modifications. <br /> <br />Ms. Frolik stated those are housekeeping issues. <br /> <br />Mr. Art Raudio of R.F. Development commented on the verbiage in Staffs report <br />pertaining to Highway g47 being done in 1996. <br /> <br />City Engineer Jankowski stated that reviewing Highway g47 was discussed at the Road <br />and Bridge Committee meeting, and part of that affects River's Bend 4th Addition. The <br />action was to pursue working with Anoka County and MnDOT and identify the scope of <br />the study. <br /> <br />Mr. Raudio stated he has been waiting for 15 years for work to be done on Highway #47. <br />He added he will do what is needed, but inquired why wait until 1996. <br /> <br />City Administrator Schroeder stated that when the Engineer wrote the letter, he was not <br />sure of Council's decision; however, it appears they want something done in 1995. <br /> <br />Councilmember Beyer inquired of the developers if they were in agreement with the trail <br />requirement. <br /> <br />Mr. Foster stated it is acceptable.
