Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt <br />Resolution #95-04-077 granting final plat approval to River's Bend 4th Addition. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen <br />and Zimmerman. Voting No: None. <br /> <br />Case #8: Request for Final Plat Approval of Business Park 95, a Minor <br /> Subdivision; Case of City of Ramsey <br /> <br />Zoning Administrator Frolik stated that the City of Ramsey recently entered into a purchase <br />agreement for property in the Industrial District and is now proposing to plat the property to <br />accommodate incoming industrial developments. The area to be platted is approximately 50 <br />acres in size and is proposed to be platted into three lots and two outlots. Outlot A is a <br />natural ponding area that would be retained by the City for drainage purposes and perhaps <br />some minor recreational activity, such as a pedestrian pathway around the pond. Outlot B <br />is reserved for future development. Lot 1, Block 1 is proposed to be developed by Trend <br />Scientific; Lot 1, Block 2 by Command Corporation; and Lot 2, Block 2 by Carbon <br />Technologies. All of the lots meet the one-acre minimum lot size and 200 feet of road <br />frontage requirement. The lots would receive public access from McKinley and Uranium <br />Streets. These streets are being constructed by the City with tax increment financing <br />revenues to promote economic development activities. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to adopt <br />Resolution g95-04-078 granting final plat approval to Business Park 95. <br /> <br />Motion carded. Voting No: None. <br /> <br />Case /t9: Issues Surrounding the Closure of 171st Avenue Between <br /> Bison and Zeolite Streets <br /> <br />City Engineer Jankowski stated that at the last Council meeting, the Road and Bridge <br />Committee recommended the temporary closure of 171st Avenue between Bison Street and <br />Zeolite Street. He reported that he could not support this recommendation since it would <br />result in a situation where 17 residences along a nearly one-half mile of roadway would be <br />limited to a single access point. Although such situations may exist in other parts of the <br />City, changing from the existing situation to the proposed would be counterproductive to <br />the goals of making the City's transportation system flexible and efficient and particularly <br />to the goal of maintaining good emergency access. Council tabled action on this issue <br />pursuant to receiving more information. The questions and answers are as follows: 1) <br />What is the cost of obtaining right-of-way access from the south end of the dirt cul-de-sac <br />of Bison Street to the north plat boundary of Trott Brook Ridge? Right-of-way would need <br />to be obtained for a distance of approximately 350' from the point the existing dirt road <br />terminates. This property would need to be acquired from two landowners. We have <br />estimated the acquisition to be $7,000 per acre, or $3,500. In addition, it is estimated that <br />eminent domain proceedings could cost $10,000 for these two properties. Finally, tree <br />removal and grading necessary for the connection of the dirt road to the Trott Brook Ridge <br />plat boundary is estimated to be $3,500. 2) What was to be done with Bison Street when <br />Dellwood Hills was approved. Stated in the Dellwood Hills agreement is the following: <br />The City has determined that Bison Street Northwest, which is a street providing access to <br />the Plat, needs to be improved, including bituminous surfacing. The City is considering <br />this improvement as a special assessment project. The Developer agrees to make advance <br />payment to the City in the amount of $9,434.00 which is the City Engineer's estimate of <br />the benefit Lots 1 and 9 of the Plat would receive from the improvement of Bison Street <br /> <br />City Council/April 25, 1995 <br /> Page 16 of 23 <br /> <br /> <br />
