of Uranium Street. This berm planting will provide an entry node to the City's industrial <br />park as well as screening between non-compatible heavy and light industrial uses. Four <br />responses were received to the bid proposal requested at an amount not-to-exceed $~_~ <br />One bid did exceed that amount and one bid tree stock that was i~ ~ t-5-b~df any <br />benefit in the short term. The third bid did not provide variety of tree plantings, therefore, <br />staff is recommending Countryview Nursery be awarded such bid. <br /> <br />Councilmember Beyer commented that the bid for the berm planting from Midwest <br />Landscapes is lower than Countryview Nursery. <br /> <br />City Administrator Schroeder responded that Countryview provided 26 more trees for <br />basically the same price as Midwest. <br /> <br />Councilmember Beyer noted that it does not say that in the resolution and language should <br />indicate that. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Peterson to adopt <br />Resolution g95-05-098 receiving bids and awarding contract for Improvement Project g95- <br />11 to W.B. Miller for the construction of Uranium Street and McKinley Street, and the <br />extension of sanitary sewer and municipal water services, and to award the bid for the berm <br />planting to Countryview Nursery who provided more tree stock in the bid amount. <br /> <br />Further discussion: Councilmember Zimmerman inquired if the request for bid specified <br />how many trees and shrubs were desired. Mr. Jankowski stated that in this case, the <br />request only asked for a dollar amount. Councilmember Zimmerman inquired if other cities <br />do it that way to which Mr. Schroeder replied yes. Councilmember Zimmerman felt that a <br />more precise way to request bids would be to specify exactly what is wanted. <br />Councilmember Beyer commented that it should be in the specifications. Councilmember <br />Zimmerman added that we should have specification guidelines to go by. Councilmember <br />Beyer suggested maybe we should separate these out and have two resolutions. "I do not <br />know if we have approved any of the nursery plans and specifications and we should have <br />approved that". Mr. Schroeder stated that the intent of the berm plantings is to provide a <br />buffer between the light and heavy industrial uses. In talking to light industrial users, all <br />have expressed concern that there needs to be a buffer provided. Councilmember Beyer <br />stated she is not arguing that but she felt they should all be bid off the same plans and <br />specifications and added that there is a big difference in the bids. Mr. Schroeder noted that <br />the highest bid included mulch. City Attorney Goodrich stated that Councilmember Beyer <br />has questioned if the bids were off of different specifications. All were given the same <br />wording which was "sufficient to provide for cover of berm in the amount of $10,000". <br />Councilmember Zimmerman stated that after this, we will have to specify how many trees, <br />etc., we want. You need to be specific, this is just too broad. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beyer, Peterson, Beahen <br />and Zimmerman. Voting No: None. <br /> <br />Case #4: Receiving Bids for City-Wide Curbside Recycling Program <br /> <br />City Administrator Schroeder stated that Council authorized the advertisement for bids for <br />the City-Wide Curbside Recycling Program. Two bids were received and Ace Solid Waste <br />was the lowest bidder. He added that both bids included add-ons of textiles, aerosol cans <br />and box board. The recommendation is to award the contract to Ace with an expiration date <br />of December 31, 1997, with an option to extend for an additional two years. <br /> <br />City Council/May 9, 1995 <br /> Page 6 of 10 <br /> <br /> <br />
