Mayor Hardin left the Chambers and Councilmember Peterson took over as Mayor Pro <br />tem. <br /> <br />Councilmember Beyer stated she would like to look at the add-ons at a later date and added <br />that textiles are taken at no extra charge in another city. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Peterson to adopt <br />Resolution g95-05-099 authorizing the City to enter into a contract for the provision of <br />recycling service by Ace Solid Waste, Inc. with the two-year option. <br /> <br />Further discussion: Councilmember Beyer stated she is uncomfortable with the option and <br />suggested the contract be just for the two years. Councilmember Beahen inquired what the <br />benefit of that would be. Councilmember Beyer stated she finds it hard to believe that only <br />two companies bid on this. She felt that the City'will get more bids and prices will be more <br />competitive next time. Councilmember Zimmerman stated that it may be that Ace will get it <br />but we will have done our share by allowing bids. Mr. Schroeder stated that the resolution <br />is drafted awarding a two-year contract. <br /> <br />Amendment by Councilmember Beahen and seconded by Councilmember Peterson to not <br />include the add-ons or the extension of the contract but that the extension of the contract <br />will be discussed when the add-ons are discussed. <br /> <br />Amendment carried. Voting Yes: Councilmembers Beahen, Peterson, Beyer and <br />Zimmerman. Voting No: None. Abstain: Mayor Hardin. <br /> <br />Motion carried. He explained that he excused himself from <br />this discussion because of the business relationship his company has with Ace Solid <br />Waste. <br /> <br />Case #5: Adopt Ordinance Authorizing the Sale of Lot 1, Block I and <br /> Lots 1, 2, Block 2 Ramsey Business Park 95 <br /> <br />City Administrator Schroeder stated that the City needs to sell these properties to respective <br />firms for their site development. Charter requires that an ordinance is passed prior to sale <br />of any City-owned property. This ordinance was reviewed at Council's last meeting and is <br />now being presented for final adoption. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Ordinance//95-09 authorizing sale of acquired properties. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen <br />and Peterson. Voting No: None. <br /> <br />Case #6: Joint Powers Agreement; Northwestern Anoka County <br /> Community Consortium (NWACCC) <br /> <br />City Adminislrator Schroeder stated that a group of local citizens has recently formed an ad <br />hoc group known as the Northwestern Anoka County Community Consortium <br />(NWACCC). The group includes representatives from cities, School District #11, Anoka <br />County, and religious and community leaders. The focus of this group is to increase the <br />ability of youth and others to succeed in society. The group has requested that the City of <br />Ramsey enter into a joint powers agreement. Such agreement would be between the <br />County, School District #11, Andover, Anoka, Ramsey and perhaps others.
