District and Anoka County have approved the agreement thus far. The effort has received <br />$50,000 from the Alina Foundation and $10,000 from Mercy Medical Center for costs <br />associated with the project. He reported that Mayor Hardin and Councilmember Beahen <br />have been involved in the process. He added that this has been reviewed by the City <br />Attorney. <br /> <br />Mayor Hardin stated there are a number of people involved in this project. He informed <br />Council that there is a breakfast scheduled on May 31, as a kick-off. <br /> <br />Councilmember Beahen stated that it's felt that youth are the responsibility of everyone. <br />Our furore lies in them - we should work to provide the best for them. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to authorize <br />the Mayor and the City Administrator to enter into the NWACCC Joint Powers Agreement <br />on behalf of the City of Ramsey. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen <br />and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to purchase a <br />"table" (8 tickets) for the breakfast at a cost of $64. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Case g7: Report from Charter Commission <br /> <br />City Administrator Schroeder reported that the Charter Commission met on April 20, 1995, <br />and again discussed a ward versus at large council system, reviewed the electoral process <br />surveys they had sent out to Mayor/Council candidates from the last election, term limits, <br />campaigning in general, realigning precincts, polling places and increasing the filing fee. <br />They also touched on possibly changing the name of the precincts from IA, lB, etc. to 1, <br />2, 3, 4 and 5, thinking that it may be less confusing. Consensus of the Commission was <br />that they would discuss all of these items separately, more thoroughly at subsequent <br />meetings. It is possible they will not make a recommendation for the 1996 election, <br />however, they feel that all of these items need more discussion and possibly eventual <br />changes. They will be reviewing an ordinance relating to Section 12.5 of the City Charter <br />which is the sales of real property. <br /> <br />No Council action necessary. <br /> <br />Case g8: Report from Personnel Committee <br /> <br />City Administrator Schroeder reported that the Personnel Committee met earlier and <br />discussed the proposed education/tuition reimbursement policy. Some changes were <br />suggested which will be incorporated into the policy, it will be distributed to staff and will <br />be brought back to the Committee for review. <br /> <br />The second item discussed was community policing. The concept is that of doing the work <br />of law enforcement and public safety in close personal contact with the citizens. It is a <br />modern version of a "beat cop" equipped with the advantages of modem technology and <br />freed, as much as possible, from rigid traditionalism. <br /> <br />City Council/May 9, 1995 <br /> Page 8 of 10 <br /> <br /> <br />
