Mayor Hardin stated that this is based on comments from a couple of people. <br /> <br />Councilmember Peterson suggested that all this could not be proven. <br /> <br />Councilmember Beyer stated that there have been some things done that do not look good. <br />We need to prove it wrong - we have responsibility to prove it wrong. <br /> <br />Mayor Hardin inquired if any time two residents bring something forward, are we <br />supposed to hire an investigator and prove them wrong. <br /> <br />Councilmember Beycr replied that we have to do our best. She added that these changes <br />on the comprehensive plan came in after a considerable amount of time. <br /> <br />Mayor Hardin stated he does not see changes - he sees two commissions that should be <br />presenting recommendations to us to work on the comprehensive plan. Both commissions <br />have responsibility to us and if they come up with different recommendations, that's fine. <br /> <br />Councilmember Beyer stated that when one of the commissions asks for information, it <br />should be provided. <br /> <br />Councilmember Zimmerman commented that some of the information provided by Jim <br />Grombcrg was incorrect. <br /> <br />Mayor Hardin stated that he is not going to talk about specifics but that the cost was asked <br />for in parameters. "I see two different sets of parameters - one is apples and one is <br />oranges." <br /> <br />Councilmember Beyer stated that the Planning Commission asked staff to provide <br />information and it has not been provided to them. Council held a workshop and the figures <br />were produced just like that. She then inquired about the gas company. <br /> <br />Mr. Schroeder responded to the gas company inquiry. Two approaches - 1) Staffs <br />response on the gas company was what a professional said a normal fee would be. It did <br />not include a purchase price from that property. 2) Staff's response was what a <br />replacement cost and a move would be. It was not fully understood by all the players. The <br />figures were not presented as provided by an appraiser. Both were reasonable and both <br />used different assumptions. When staff provides figures, we use the standard $10,000 an <br />acre across the board and the structure value is as found in the county records. To attempt <br />appraisal of each acquisition would be a large amount of work. <br /> <br />Councilmember Zimmerman commented that he did not know why this was being <br />discussed anyway as Mr. Gromberg should be present during discussion of such. <br /> <br />Mr. Schroeder stated that Mr. Gromberg is on vacation and was unable to attend this <br />meeting. In order for Council to close the meeting to discuss this as a personnel issue, they <br />would have had to provide proper notice to Mr. Gromberg. He added that Mr. Gromberg <br />reports to the City Engineer and to him (Schroeder). If Council has concerns on the <br />process, then perhaps they ought to look elsewhere other than Mr. Gromberg. <br /> <br />Councilmember Zimmerman suggested waiting to discuss this further when Mr. <br />Gromberg gets back. <br /> <br />Mayor Hardin suggested that perhaps Councilmember Zimmerman didn't understand what <br />Ryan just said. <br /> <br />City Council/May 10, 1995 <br /> Page 4 of 11 <br /> <br /> <br />
