Councilmember Zimmerman inquired when Mr. Gromberg would be back.

Mayor Hardin stated that doesn't matter. What matters is, if there are charges, people need
to get them to Mr. Schroeder and Mr. Schroeder will get them to the City Attorney.

Mr. Schroeder felt there should be a time line.

Councilmember Peterson inquired of Councilmember Beyer how long before she could get
the charges.

Councilmember Beyer answered a week - or actually at the next Personnel Committee
meeting

Mayor Hardin asked why drag it out that long.

Mr. Schroeder stated that a response needs to be written to folks involved, including the
staff person on this project. If we get out the request for written input this week, we could
give them a time limit to the following Friday.

Councilmember Beyer commented that if there is no response, then this issue should be
dropped.

Councilmember Peterson inquired of Councilmember Beyer if she is going to make the
charges.

Councilmember Beyer replied no, these individuals have made the charges, but we should
all put our questions in writing too.

Mr. Schroeder asked questions or charges, and what's the definition of charges.
Councilmember Beyer replied that failure to act is the charge.

Councilmember Zimmerman echoed that thought.

Mayor Hardin stated thafs opinions, not charges.

Councilmember Peterson questioned if they give directives to City Staff.

Councilmember Beyer replied when in a commission meeting, and they feel they need
information, they can direct staff to get the information.

Councilmember Peterson stated if it's beyond the scope of the staff person, they should
come to Mr. Schroeder or the Council.

Mr. Schroeder stated that if it's within budget parameters or the normal scope, we would
just respond.

Councilmember Peterson, for correction, stated we are talking about charges or actions that
only took place in response to this comprehensive plan.

Councilmember Zimmerman suggested getting rid of the word malfeasance.

City Council/May 10, 1995
