Councilmember Peterson stated it has been insinuated that staff has been paid off to make
sure the bridge crosses somewhere and it's been said by one of these three commission
members.

Councilmember Zimmerman stated that's up to them if they want to bring them to charges.

Councilmember Peterson, for clarity, stated charges only as they relate to Mr. Gromberg
and the comprehensive plan, not anything to do with code enforcement.

Councilmember Beyer agreed that it would be strictly dealing with the comprehensive plan.

Councilmember Zimmerman commented that it would not be on the outcome of the plan but
the stages of how it progressed.

Couneilmemher Beyer read Mr. Bawden's statement which says "I can understand that all
may not be satisfied with recommendations that are made, but I don't think that it is staff's
place to have their own agenda and pursue this agenda through the City's commissions.

Mayor Hardin inquired of Mr. Schroeder how often during the information gathering time
for the comprehensive plan, he (Schroeder) conversed with staff about different aspects of
the plan.

Mr. Schroeder replied that perhaps, in the last year, as the comprehensive plan had an issue
that needed to be discussed, it would be discussed - so probably weeks. If staff was
working on pieces of information and were not sure how to approach the questions, it
would be additional conversation.

Mayor Hardin asked Mr. Schroeder if he would say he has given direction to staff weekly
and sometimes daily.

Mr. Schroeder replied yes, from time to time.

Mayor Hardin inquired if Mr. Schroeder had seen ail the material from Mr. Gromberg.

Mr. Schroeder replied yes, he had seen it all.

Motion by Councilmember Beyer and seconded by Councilmember Peterson to direct Staff
to contact the Planning Commission, Economic Development Commission and the Park
and Recreation Commission to request their questions and concerns in writing regarding
the comprehensive plan calendar process, to date.

Further discussion: Councilmember Peterson stated he thinks the comments have to be
regarding Mr. C-romberg specifically. Mr. Schroeder commented that when it comes right
down to it, the consultants were in charge of the process. They would take direction from
the commissions. Staff was involved for the most part as a sitting member at the table
when the consultants were running the meeting. How staff would respond is - often the
consultants would contact staff and confirm what direction was received from the
commissions. From time to time, staff would provide some supporting documents for
consultant's presentation. The difficulty, as it relates to the comprehensive plan and staff,
is staff found itself looking like it had a preference for bridge issues. There was a concem
that pieces of the plan were biased and one member of staff did not handle himself
professionally. Mr. Gromberg had very little input into the process itself other than as a
liaison for the EDC. He was not a player to any great degree at the Planning Commission
meetings. Everyone was frustrated with this process because there was not an agreement at

City Council/May 10, 1995
