Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer
and Zimmerman. Voting No: None.

Case g7: Utility Easements

City Administrator Schroeder stated that for the past several months, Anoka Municipal
Electric Utility (AMU) has been working with the City of Ramsey and Ramsey property
owners on an alignment of a 65KV transmission line. He disseminated a map showing the
alignment most recently approved by Council. Anoka Electric Cooperative (AEC) has
expressed a concern that the alignment negatively impacts their proposed industrial park if
the line runs down the eastern border of their property. This location would also be on the
rear property line of Altron, AmCor Concrete, Bury and Carlson, and Commercial Asphalt
parcels. AEC has alternatively suggested utilization of the existing County Road #116
right-of-way from Altron to Sunfish Lake Boulevard, then south to the Burlington
Northern right-of-way and again east to Anoka. Mr. Schroeder continued that a meeting
was held with AMU and AEC on May 15, 1995, at which time both parties expressed an
intent to use the County Road #116 alignment providing Council did not have any
concerns. AMU will continue to work with the property owners impacted by one or
another alignment.

Bob Kirchner, Assistant City Manager for the City of Anoka, stated they would like some
flexibility to work on these alternatives.

Councilmember Peterson stated he is keeping the people informed on the north part of this
and inquired if there is anything new to report to them.

Dan Voss, Utilities Director for the City of Anoka, stated that AEC is talking about
underground lines.

Mr. Schroeder added that AEC also has asked the City of Ramsey for a right-of-entry as
they would like to start as quickly as possible. They would like authorization to enter onto
property whether or not they own the rights to the property.

Mayor Hardin inquired if prior to the right-of-entry, would Council see the final alignment.

Mr. Schroeder inquired if Council wants this issue to come back to them even if the
alignment is within the parameters discussed. He added that AMU is looking for flexibility
for negotiations.

Mayor Hardin stated he has no problem with allowing flexibility, but he would like to see
the final alignment.

Mr. Kirchner reported that the right-of-entry is along the railroad tracks.

Mr. Schroeder stated that Council would still like to see the alignment one more time.

Mr. Kirchner replied that he has no problem with that but reiterated the importance of
flexibility to work with both alignments.

Ed Hamilton, 6615 Highway # 10 N.W., Ramsey, stated he is an affected property owner
and inquired how quickly the utility companies intend to begin.

Mr. Kirchner responded they would like to begin within the next week or two. Upon
request, he added that they would continue to contact impacted property owners. Mr.

City Council/May 23, 1995
