Kirchner reported that they already have right-of-entry with Waste Management and <br />AmCor and have had some discussions with Altron. Substantial progress has been made <br />and they are now working with AEC. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to <br />authorize an amendment to the transmission line alignment, contingent upon notification to <br />and resolution of issues from affected property owners along the C.R. #116/C.R. #57 <br />alignment. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, Beyer <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to <br />authorize a right-of-entry to AMU, contingent upon City Attorney approval. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, Beyer <br />and Peterson. Voting No: None. <br /> <br />Case #8: Purchase of Spohn Property <br /> <br />City Administrator Schroeder stated that last November, Council authorized a purchase of <br />property from groups represented by Marvin Eggum for the extension of McKinley and <br />Uranium Streets. We also talked about purchasing the Spohn property for McKinley Street <br />acquisition. Since January, the City Attorney has been negotiating with Mr. Spohn for <br />land ownership. The City has offered $196,000 for the property contingent upon Council <br />approval. There is funding for this - it was set aside in 1991. Other funding was provided <br />through a bond issue. If we purchase this property, it means the City will have purchased <br />just under 107 acres and will have utilized just over 28 acres. We will have used just over <br />26% of the property and will have just over 65 acres remaining. <br /> <br />City Attorney Goodrich stated that the City has actually offered Mr. Spohn $180,000 for <br />his property. The owner would like to retain five acres in the east comer (2 - 2-1/2 acre <br />lots). Mr. Spohn has countered at $210,000. Mr. Goodrich stated that as of yesterday, <br />Mr. Spohn has suggested he would be willing to sell for $200,000. Mr. Goodrich <br />explained that $200,000 amounts to approximately $5,500 per acre which is consistent <br />with what the City paid for Ramsey 67 property ($5,700). Staff is of the opinion that this <br />property is worth a little less an acre because of the access. Mr. Goodrich added that he <br />had asked Mr. Spohn to split the difference between $200,000 and $180,000 which would <br />be $194,000 but he was not interested in that. <br /> <br />Mayor Hardin inquired if Mr. Goodrich was of the opinion that $196,000 would be <br />rejected by Mr. Spohn also. <br /> <br />Councilmember Zimmerman commented that we have been holding up this deal for three to <br />four years. <br /> <br />Mr. Goodrich felt that it's important to negotiate this because of the McKinley Street <br />extension too. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to <br />authorize entering into an agreement of $200,000 for the 30-acre parcel from Mr. Spohn. <br /> <br />Motion carried.
