Voting Yes: Mayor Hardin, Councilmembers Peterson and Beahen.
Voting No: Councilmembers Beyer and Zimmerman.

MAYOR AND COUNCIL INPUT

1) Request for Mayor Hardin's Tax Records

Councilmember Beyer felt that Mr. Terry Hendriksen made a fair request of Mayor Hardin
for his tax records, etc. She stated that silence denotes perception of wrong doing and we
should be above board. She stated she has no problem producing her records and she
encouraged Mayor Hardin to produce his records on all of Council's behalf.

2) Proposed Charter Amendment

City Administrator Schroeder stated the City has received a petition for a proposed Charter
amendment. Information on this issue will be provided back to Council at a subsequent
meeting.

3) Conflict of Interest

City Administrator Schroeder disseminated a copy of a faxed letter from the League of
Minnesota Cities relating to conflict of interest pertaining to Council voting on issues.

4) Bill for Recycling Services

City Administrator Schroeder reported that the lb'st bill for recycling services went out;
however, they went out a bit different than expected. Some of the residents did not receive
the letter informing them of the charge. We have received several calls - maybe about 60 or
SO.

Finance Officer Hart added that only about four or five of those people were not satisfied
with the explanation of the charge.

5) Conflict of Interest

Councilmember Zimmerman stated that the fax relating to the conflict of interest and
abstaining from voting, he thought a Councilmember is supposed to expose up front that
they will be abstaining.

City Attorney Goodrich stated that you do not have to pre-acknowledge your abstention.
He offered to check on that again.

Councilmember Beyer stated that this has been a question for years and an answer should
be determined.

City Council/May 23, 1995
