COUNCIL BUSINESS/PUBLIC HEARING

Case #1: Proposed Bituminous Paving of Bison Street N.W. from 171st
Avenue to County Road #63, Improvement Project 095-16

City Engineer Jankowski stated that the proposal is for bituminous paving of Bison Street
from County Road #63 to 171st Avenue. A feasibility study has been prepared which
identifies the benefitted property owners, of which all have been sent a copy of the study.
Since the City entered into an agreement to relocate the roadway, it is proposed that the City
would finance this cost. The assessable project would be reduced by $5,480 from the total
project cost. It is proposed that the project's assessable costs be divided equally among the
six benefitted properties. Each of those parcels would be responsible for $5,962. The City
had agreed to accept an amount of $9,430 from the developer of Dellwood Hills as full
payment for the paving of Bison Street for the benefit to parcels two and three. It is
therefore proposed that the City would contribute the difference of $494 between the
amount escrowed and the amount due for these two parcels.

Mayor Pro tern Peterson closed the regular portion of the City Council meeting at 7:11 p.m.
in order to conduct the public hearing.

Public Hearipg

Citizen Input

Patricia Dusbabek, 7821 - 171st Avenue N.W., Ramsey, expressed concern with the
paving of the street and the traffic in her neighborhood. She stated they have made
numerous proposals to alleviate traffic and have even mentioned they would be willing to
put in money to pave Bison if their street is closed off. "This is a very important issue to
us - we will not go away until the traffic does".

Larry Sanders, 17135 Bison Street N.W., Ramsey, stated he lives north of 171st. Every
car that goes by Dusbabek's house goes past his house. He did not have a problem with
the traffic. He expressed a wish that the City could come up with more money for the
paving. He stated he is not willing to pay $5,000 for it. He added that they would all like
to have it paved but for a less amount - $3,500 to $4,000 would be more logical.

Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to close
the public heating.

Motion carried. Voting Yes: Councilmembers Zimmerman, Beyer, Beahen and Peterson.
Voting No: None. Absent: Mayor Hardin.

The public hearing adjourned at 7:15 p.m.

Council Business

Mayor Pro tem Peterson called the regular portion of the City Council meeting to order at
7:15 p.m.

Mr. Jankowski stated that Council will take action on this project on August 23. In
relationship to Mrs. Dusbabek's request, their last request was to close 171 st.

Counciimember Beyer stated she thought it was going to be temporarily closed.

City Council/June 13, 1995
