Mayor Pro tern Peterson stated that the idea was voted down.

Larry Sanders inquired if a stop sign could be put in front of Dusbabek's house.

Mr. Jankowski felt that would be ineffective.

Councilmember Beyer stated that Council will take this under advisement and added that
Mrs. Dusbabek's request to participate in this project is commendable.

Mrs. Dusbabek stated that even if the street was closed off and a bike path is put in that is
wide enough for emergency vehicles, that would help. She added that they do not get a
benefit from that street and reiterated that this is an important issue to them. The traffic is
not equally distributed and the only way to do that is to connect with Bison Street.

Case

Public Hearing for Improvement Project #95-15; the
Construction of Sanitary Sewer, Watermain, Storm Sewer and
Streets to Fox Knoll Addition

City Engineer Jankowski stated that Improvement Project #95-15 is for improvement to
Fox Knoll. The total assessable project cost is $157,200 with 22 benefitting lots. The total
assessable unit cost is $8,684, with an annual per lot assessment (five-year term) of
$2,350.

Mayor Pro tem Peterson closed the regular portion of the City Council meeting at 7:24 p.m.
in order to conduct the public hearing.

Pul~lic Hearipg

Mayor Pro tern Peterson called the public hearing to order at 7:24 p.m.

Presentation

City Administrator Schroeder stated that the plans and specifications are being prepared by
the developers. The action is to hold the public hearing; no other action is necessary. This
will be back on the table on June 27.

Jim Green, 5858 - 151st Lane N.W., Ramsey, stated that Mr. Jankowski talked about the
City paying part of the trunk fund. If the City grants us sewer and water, you will not have
to pay for part of that trunk fund to serve Fox Knoll. We as residents will pay - the City
will not. If the City has to, it will bring the costs down.

Mr. Jankowski stated that the plans right now are to extend the watermain down 151st
Lane to Fox Knoll. The cost will be picked up by the City's trunk fund which is generated
by a uniform contribution from all serviced properties.

Mr. Green inquired if they get sewer and water, will the City have to pay.

Mr. Jankowski replied that the cost of placing the 12-inch watermain down 151 st Avenue
at this time will be paid by the city's trunk fund. If the residents of Haubrich Addition
desire municipal services, they would then be charged for the equivalent of an eight-inch
main and would also contribute to the City's trunk fund.

Mr. Green stated he will end up paying for that main when he hooks up.

City Council/June 13, 1995
