Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution g95-06-133 approving the issuance of a conditional use permit to expand a <br />church facility in the R- 1 Rural Residential District, based on Findings of Fact g0378 and <br />declaring terms of same. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen <br />and Peterson. Voting No: None. <br /> <br />Case #11: Request for Site Plan Approval to Expand the Grace <br /> Community Bible Church; Case of Grace Community Bible <br /> Church <br /> <br />Zoning Administrator Frolik stated that, in conjunction with the conditional use permit, <br />Grace Community Bible Church has applied for site plan approval to construct the 3,600 <br />square foot addition to their church. The property is 10 acres in size, the total square <br />footage of the church, parsonage and addition are nowhere close to approaching the 25 <br />percent lot coverage restriction. The addition exceeds all of the standard yard setback <br />requirements. She informed Council that the addition to the church is not precipitated by an <br />increase in membership and, therefore, no additional off-street parking is required. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to <br />approve the site plan for the expansion of the Grace Community Bible Church contingent <br />upon the applicant entering into a development agreement with the City. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, Beyer <br />and Peterson. Voting No: None. <br /> <br />Case #12: Request for a Conditional Use Permit to Grade and Export <br /> Soils; Case of North Fork, Inc. <br /> <br />Zoning Administrator Frolik reported that the City received an application from North <br />Fork, Inc. to grade and export soils from Lots 3 and 4, Block 2, Northfork Lake Addition. <br />The purpose of the project is to create more attractive building sites. A public heating was <br />conducted by the Planning Commission and there were no written or verbal comments <br />received from the residents. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to adopt <br />Resolution g95-06-134 adopting Findings of Fact g0379 relating to a request from North <br />Fork, Inc. for a conditional use permit to grade and export soils in Northfork Lake. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, Beyer <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution g95-06-135 approving the issuance of a conditional use permit based on <br />Findings of Fact #0379 and declaring terms of permit to grade and export soils. <br /> <br />Further discussion: Ms. Frolik stated that #17 of the conditional use permit should be <br />amended to read that all grading shall be completed within 23 calendar days (it previously <br />read 14 days). <br /> <br />Amendment by Councilmember Zimmerman and seconded by Councilmember Beyer to <br />change 14 days to 23 days in the CUP. <br /> <br />Amendment carried.
