Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman, Beahen and Beyer. Voting No: None. Case ~9: Request for Site Plan Approval for a SuperAmerica Facility; Case of Fayette Funding Zoning Administrator Frolik stated that Fayette Funding, or SuperAmerica, has applied for site plan approval to construct and operate a SuperAmerica facility with accessory car wash at the corner of C.S.A.H. gl 16 and T.H. #47. The development includes a 3,520 square foot accessory car wash. The facility will be served by municipal water and sanitary sewer. Access will be derived from a private service road to be developed along the west property line of this River/47 Plaza plat, thereby eliminating any need for direct access onto #47 or gl 16 from the three lots in the plat. The proposed development is in compliance with City Code as far as lot coverage, setbacks, architectural standards, improved off-street parking and maneuvering areas, lighting, and waste storage. Ms. Frolik explained that City Code does require a 20-foot wide landscaped yard adjacent to public roads. Although the landscaping plan provided is acceptable as far as planting materials and locations, the years along #47 and #116 appear to be deficient of this 20-foot requirement. Mr. Van Tassel of Fayette has stated that this requirement would be met. She pointed out that the City Engineer has requested the submittal of a grading and drainage plan that shows grades and contours and provides for a detention pond to collect the runoff and provide for sedimentation and skimming prior to discharge into the wetland. Mr. Victor Sacco, representing SuperAmerica, stated they are looking forward to working with the community and offered to answer any questions Council/Staff may have. Councilmember Peterson mentioned a City sign to which Mr. Sacco agreed to "explore" with City Staff. Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to approve the proposed site plan for SuperAmerica contingent upon compliance with the City Staff review letter dated June 1, 1995 and entering into a development agreement with the City. Case #10: Request for a Conditional Use Permit to Expand the Grace Community Bible Church Facility in the R-1 Rural Residential District; Case of Grace Community Bible Church Zoning Administrator Frolik informed the Council that the Grace Community Bible Church is proposing to construct a 3,600 square foot addition to their church facility at 6341 - 167th Avenue N.W. Churches are not a permitted use in the R-1 Rural Residential District; therefore, the church is at this location in the first place by the issuance of a conditional use permit. She pointed out that any time a CUP desires to expand, another CUP should be applied for and obtained. She added that Pastor Barrows is present to answer any questions. Motion by Councilmember Zimmerman and seconded by Councilmember Peterson.to adopt Resolution #95-06-132 adopting Findings of Fact g0378 relating to a request for a conditional use permit to expand a church facility in the R-1 Rural Residential District.
