CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, June 27, 1995, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER: <br /> <br />Mayor Hardin called the regular meeting of the City Council to order at 7:10 p.m. and led <br />in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Jay Guimont, 5720 - 164th Avenue N.W., Ramsey, stated he was cited for having a one- <br />ton vehicle in his yard when his vehicle is actually a 3/4 ton. He inquired what a bob cat <br />and trailer are classified as with regard to a CUP for a commercial vehicle. <br /> <br />Mayor Hardin informed Mr. Guimont that this discussion would take place during Case <br />15. <br /> <br />City Administrator Ryan Schroeder noted there are three letters at the Council table <br />pertaining to the alleged conflict of interest and he has been requested to present them <br />during the Citizen Input portion of the meeting. Mr. Schroeder read the letters from Tony <br />Emmerich, James Gilbertson and Gary Gorham. (These letters will be entered as public <br />record with these minutes and will be labeled Exhibits A, B and C.) <br /> <br />Mr. Terry Hendriksen, 15631 Ramsey Boulevard N.W., Ramsey, inquired if Mayor <br />Hardin will be making a statement. <br /> <br />Mayor Hardin responded that he would be making a statement this evening under Mayor <br />and Council input. <br /> <br />Mr. Hendriksen disseminated a memorandum to City Council requesting an investigation <br />relating to a conflict of interest and read same. (Such memo is entered as public record <br />with these minutes as Exhibit D.) He also handed out a letter from Attorney James J. <br />Hanton stating his review of the documents sent him by Mr. Hendriksen and his response <br />to them. (This memo is also entered into public record and will be labeled Exhibit E.) Mr. <br />Hendriksen stated that he was told by City Attorney Goodrich that Mr. Hardin did not have <br />a disqualifying conflict of interest regarding the Amber Ridge Subdivision. He <br />(Hendriksen) requested the documentation Mr. Goodrich used to form this opinion under <br />provisions of the Data Practices Act. Mr. Goodrich indicated he relied upon conversation <br />with Mr. Hardin and he did not prepare or have access to any documents and that the <br /> <br />City Council/June 27, 1995 <br /> Page 3 of 19 <br /> <br /> <br />
