SNOWMOBILE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Snowmobile Committee conducted a regular meeting on Monday, July 10, 1995, at <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303. <br /> <br />Members Present: <br />Merle Mares <br />Marty Mechtel <br />Chris Jeffrey <br />Kenneth Laws <br />Kerry Manuel <br /> <br />Brace Courteau <br />Konrad Haskins <br />Ron Schroeder <br />Bob Peterson <br />Greg Rajanen <br /> <br />Greg Messing <br />John Lindeen <br />Larry Hicks <br />Mickey Adams <br />Mark Lindgren <br /> <br />Also Present: <br /> Mayor Glen Hardin <br /> Councilmember Carolyn Beahen <br /> Couneilmember S heila Beyer <br /> Councilmember Ken Peterson <br /> Councilmember Gerald Zimmerman <br /> City Engineer Steve Jankowski <br /> Police Sergeant David Gustafson <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin called the meeting to order at 6:35 p.m. <br /> <br />COMMITTEE BUSINESS <br /> <br />Mayor Hardin stated that the purpose of this meeting is to plan for the future regarding <br />snowmobiling within the Ramsey City limits. <br /> <br />Police Sergeant David Gustafson read from a memo written by Police Chief Auspos regarding <br />snowmobiles and efforts to enforce the snowmobile ordinance (attached). Snowmobile ordinances <br />from Ramsey, Andover, and Ham Lake were distributed, along with letters from Mark Anderson <br />and Warren Monheim (members of the Committee who were unable to attend). These letters are <br />included in these minutes. <br /> <br />Konrad Haskins stated that Chief Auspos informed him that the Ramsey Police Department cannot <br />enforce snowmobile regulations on State Highways. <br /> <br />Larry Hicks said that he does not perceive the problem getting better, especially considering the <br />population increase in the past few years. He feels that Ramsey is no longer the rural setting it <br />once was, snowmobiling within the City limits is far too dangerous, and creates too many <br />problems for a more urban setting. People spend time maintaining their driveways and the road <br />right-of-way and the driveways are clogged with snow by the snowmobiles and the turf is <br />damaged as well in the road right-of-way that residents are required to maintain. He feels that <br />snowmobiling cannot be self-regulating. <br /> <br />Kenneth Laws cited that there have been many people snowmobiling through his property and not <br />just on the road fight-of-way. He said he has posted the property with no trespassing signs several <br />times and the signs were not just taken down, but completely removed.
