Bruce Courteau suggested creation of a designated trail area connecting with the State trail system.

Kerry Manual stated that he keeps his own snowmobile at his lake cabin because of the lack of
trails nearby. He has stopped people on his property who were looking for access to the Rum
River.

Alan Pearson - 14821 Bowers Drive N.W, - Spoke of his problem with snowmobiles going
through his fields and damaging his crops. Snowmobilers have never stopped to ask permission
to ride through his property. If they had, he would have directed them to the fields that were
available for use. Mr. Pearson is asking that people treat him the same way they wish to be
treated, with courtesy and respect.

Mickey Adams said that she has had many problems with snowmobiles not only clogging the
driveway with snow, but actual damage to the driveway and front yard.

Bob Peterson stated that he feels most property damage occurs when school is out for the
afternOon and during winter break when young people are unsupervised.

John Lindeen asked how many trespassers were actually caught.

Sergeant Gustafson replied that no one was caught while actually trespassing, but in violation of
traffic laws.

John Lindeen said that he has seen many adults as well as young people violating the snowmobile
ordinances. Further, that he moved into Ramsey because we had a more rural type setting that
would allow snowmobiling.

Greg Rajanen stated that he feels it is important for his son to learn the required respect for the
property of others while snowmobiling, but will not allow him to ride along Highway #47. He
doesn't like it when others snowmobile through his yard any better than anyone else.

Larry Hicks said that he has politely asked people not to run over his driveway; such requests have
resulted in rude retorts. He has had no trouble with young people.

Kerry Manuel contends that many snowmobilers are probably neighbors seeking fiver access.

Mayor Hardin suggested seeking funding for fiver access.

Bob Peterson stated that both Elk River and Champlin have established trails utilizing funds from
the State of Minnesota.

John Lindeen replied that he has helped rescue two people from the river and does not favor river
riding.

Chris Jeffrey believes that more awareness is needed as to what they are doing and although
respect is lacking in some individuals, all snowmobilers should not be blamed for the misdeeds of
a few.

Larry Hicks feels that snowmobiling should be banned altogether within the City of Ramsey. The
ditches are now people's front yards and use of those ditches is infringing on his fights.

Greg Messing used the comparison of when a utility company needs to dig within the easement to
make repairs to their lines.

Snowmobile Committee/July 10, 1995
