%hose areas zor ~amages Lo gress, z~wn~ ~u ~zzv~w~Z~.
very early spring is not a good time to determine damage to
grass.
I also recommend that the committee address all-terrain
vehicles (ATV's) and create/update an ordinance for these also.
While they do not generate the level of emotion that snowmobiles
do they are problematic and right now we no local ordinance to
prohibit them from riding on streets and right-of-ways (as with
snowmobiles, the State statutes address trunk and county roads
and our ability to control them on those roads is questionable;
i.e. we probably can not be more restrictive than the State).

STATISTICS:

1991-1992 SEASON
1992-1993 SEASON
1993-1994 SEASON
1994-1995 SEASON

48 INCIDENTS
46 INCIDENTS
65 INCIDENTS
63 INCIDENTS

I checked with the Anoka County Sheriff's office for
Andover's records for the 1994-1995 season as well as the same
period for Elk River and Champlin. They are as follows:

Andover 44 complaints
Elk River 16 complaints
Champlin 29 complaints
All three of these communities only allow snowmobiles on the
roadways (main travelled portion of the street) so boulevards and
ditches are ou~..~.(except for trunk, county state-aid and county
roads). Aj~/~, these statistics should no be used to draw any
firm cojo~usions since there are community differences to take
ccount as well as record keeping differences.
