Council Business <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt <br />Resolution g95-07-145 ordering Improvement Project g95-18, extension and construction <br />of sanitary sewer and watermain to River/47 Plaza Addition. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer, <br />and Zimmerman. Voting No: None. <br /> <br />Case #2: Presentation by Bob Idziorek, Anoka County Mosquito Control <br /> <br />Bob Idziorek of the Metropolitan Mosquito Control District (MMCD) presented a video <br />explaining the MMCD's activities regarding selective control of aggressive biting insects. <br />He stated that with regard to Ramsey, they had treated approximately 600 acres with Cattail <br />Mosquito packs by July 4. He explained that they make regular treatments and treatments <br />on request; therefore, if the City has any special functions they can contact the MMCD for a <br />special treatment. <br /> <br />Case #3: Request for Final Plat Approval of Riverview Bowl; Case of <br /> Super Bowl, Inc. <br /> <br />Zoning Administrator Frolik reported that Super Bowl, Inc. is requesting final plat <br />approval of a minor subdivision to be named Riverview Bowl. This is a replat of <br />commercial Lots 1, 2, 6 and 7, Block 4, Riverside West, into one commercial lot and two <br />residential lots. Since the Super Bowl facility currently occupies portions of Lots 1, 2, 6 <br />and 7, the purpose of the replatting is to achieve one large commercial lot to accommodate <br />the Super Bowl facility and plat the remainder of the property into two residential lots. <br />Super Bowl is currently connected to municipal services, and the proposed residential lots <br />will be required to connect to the services when developed. Park dedication will be a pro <br />rata cash payment based on previous park fees paid with the platting of Riverside West. <br />The Planning Commission and City Staff recommend final plat approval. If approved, this <br />will be followed up with a request to rezone the two smaller lots to residential. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to adopt <br />Resolution g95-07-146 granting final plat approval to Riverview Bowl contingent upon the <br />developer entering into a development agreement with the City. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman, <br />Beahen, and Beyer. Voting No: None. <br /> <br />Case #4: Request for a Conditional Use Permit to Grade Soils in <br /> Northfork Links; Case of North Fork, Inc. <br /> <br />Mayor Hardin announced he would abstain from discussion and voting and turned the <br />meeting over to Councilmember Peterson. <br /> <br />City Engineer Jankowski explained that the applicant is proposing to regrade four lots (Lots <br />5, 6, 7 and 8, Block 2) on Andrie Street to raise the building pad elevations 4-7 feet to <br />accommodate walkout-type homes which are more desirable. He noted that the grade is <br />currently slightly above street level. He outlined the proposal for the drainage of these four <br />lots, which he stated is adequate in that it would leave the existing drainage situation largely <br />unchanged. However, it was noted that runoff currently flows down Andrie Street from <br />the intersection of 153rd to catch basins located between Lots 7 and 8, a distance of <br />approximately 1800 feet.
