Mr. Jankowski suggested adding a term requiring an alternate drainage plan. <br /> <br />Councilmember Peterson agreed that something should be included, but he was undecided <br />whether the golf course is the best idea. <br /> <br />Mr. Jankowski noted the possibility of discharging catch basins to existing catch basins <br />which go to a ponding area hydraulically connected to Lake Itasca, but added this idea <br />would have to be looked at more closely. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to add a <br />term to read "The City Engineer and the developer's engineer will work together to solve <br />the drainage issue along Andrie Street prior to the commencement of any grading <br />operations." <br /> <br />Motion carried. Abstain: Mayor Hardin. <br /> <br />Case #4A: Request for Final Plat Approval of Northfork Oaks 2nd <br /> Addition; Case of North Fork, Inc. <br /> <br />Zoning Administrator Frolik reported that North Fork, Inc. is requesting final plat approval <br />of the first 10 of 37 lots in Northfork Oaks 2nd Addition. The lots are to receive public <br />access from the development of two cul-de-sacs off the northerly extension of Royal Road <br />from the south. The cul-de-sacs do not exceed the 600 foot maximum length standard. In <br />accordance with the May 9, 1989 Northfork Park Dedication Agreement, there is no park <br />dedication due on this area of the PUD. It was noted that Lots 3, 4 and 5 of Block 1 abut <br />Armstrong Kennels, owned by Charles Delaney. Mr. Delaney has provided Staff with <br />evidence that he is agreeable to an agreement similar to the one arranged in the platting of <br />Northfork Oaks Addition wherein any lots abutting Armstrong Kennels are restricted from <br />any clear-cutting within 75 feet of the common property line and all buyers are put on <br />notice of the existence and related activities at Armstrong Kennels. However, Lot 4 is <br />configured in such a way that a 75-foot buffer area substantially restricts the developability <br />and use of the lot, and it is Staff's understanding that North Fork is attempting to negotiate <br /> <br />City Council/July 11, 1995 <br /> Page 6 of 13 <br /> <br /> <br />
