Absent: CouncilmemberBeahen. <br /> <br />WORK SESSION BUSINESS <br /> <br />Case #1: Discussion Regarding City Code Relating to the Storage of <br /> Commercial Vehicles in Residential Districts <br /> <br />Zoning Administrator Frolik presented that Council requested earlier in the year that staff <br />step-up efforts to enforce nuisance codes in the City. After initiating code enforcement <br />sweeps through the community, staff brought a concern regarding commercial vehicle <br />storage to the Council. Council directed that enforcement efforts be curtailed until such <br />time as Council has worked through its concerns in the area. Staff has surveyed codes of <br />area cities and has found ordinances and enforcement to be quite varied. She suggested a <br />proposed ordinance change directing that vehicles in excess of 9,000 pounds and 24 feet in <br />length to be stored inside a building or on parcels larger than two acres, a fully screened <br />rear or side yard. <br /> <br />Councilmember Peterson expressed that the City is concerned about commercial property in <br />residential zones. Businesses on Highway #10 are paying commercial tax rates. We are <br />talking about integrity of neighborhoods. <br /> <br />Members of the audience expressed concerns regarding not being allowed to keep their <br />business vehicles at their home. <br /> <br />Terry Armstrong, 7290 - 154th Lane N.W., stated that he has two employees, a 35' <br />camping trailer, a 24' bobcat trailer and a dump truck. He also commented that his family <br />has a home daycare business in addition to the landscaping business. <br /> <br />Willis Berry, 7220 - 153rd Lane N.W., stated that he moved to Ramsey for the freedoms <br />and that so long as folks keep the property nice and neat, it doesn't bother him. <br /> <br />Harold Bauer, 7910 - 156th Avenue N.W., stated that he has 1.69 acres and can only <br />construct a 600 square foot storage building. He installs fire protection equipment and is <br />on emergency call-out. His vehicle is over 24 feet long and he needs to be able to build a <br />building that fits this vehicle. <br /> <br />Don Godden, 9027 - 176th Avenue N.W., stated that he has a one-acre parcel. Before he <br />moved here he checked on ordinances and with the neighbors. He has a tractor/trailer and <br />doesn't conduct business on the property. He stated some neighbors have conm~ented that <br />his vehicle blocks neighboring debris from view. <br /> <br />Charles Ponto, 7745 - 156th Avenue N.W., stated that he drives a 27-foot long Snap-On <br />Tool vehicle. He moved to Ramsey in 1973 and also has a 26-foot snowmobile trailer, a <br />37-foot boat trailer, flat trailers and bobcat on his 1.9-acre parcel. <br /> <br />Vern Kahlstorf, 7136 - 159th Lane N.W., Stated that he has a 40-foot motor home on just <br />under a two-acre lot.
