Council Business <br /> <br />Mayor Hardin called the regular portion of the City Council meeting back to order at 7:29 <br />p.m. <br /> <br />Upon inquiry about when a resident must hook-up to City services, Mr. Jankowski replied <br />within two years of its availability with a slight extension if the resident's current system in <br />brand new. <br /> <br />Councilmember Zimmerman felt this proposed project is a hardship. <br /> <br />Wayne Olson stated he has $15,000 tied up in sewer and septic and well. He put in an <br />oversized pump and a double lift station because it was dictated by City staff that he do <br />that. The way this is, he would only be able to have the system for three years which <br />amounts to $5,000 a year, plus the additional $20,000 assessment for City utilities. <br /> <br />Councilmember Zimmennan commented that he does not feel there's a situation any worse <br />than this. <br /> <br />Mr. Olson agreed that he could not possibly imagine a worse situation. He suggested <br />maybe giving a longer time to hook up, like possibly when the system fails. He exclaimed <br />"this is a nightmare. I cannot believe this is being forced on us". <br /> <br />Councilmember Zimmerman felt that the people who do not wish to hook up to these <br />utilities should get some sort of deferral. <br /> <br />Councilmember Peterson felt that action would be a bit premature. <br /> <br />Councilmember Beyer felt that it has to be discussed now or it will get lost by the wayside. <br />She stated that Council is sympathetic to these people and asked that discussion of deferral <br />be placed on a subsequent Finance Committee agenda. <br /> <br />Consensus of the Council was to place this discussion on a Finance Committee agenda. <br /> <br />NEW BUSINESS <br /> <br />Case /13: Code Enforcement Update <br /> <br />Community Development Intern Kendra Lindahl presented Council with an updated report <br />on the status of the code enforcement. <br /> <br />Case #4: <br /> <br />Request for Amendment to Development Plan and Site Plan <br />Approval to Construct a Maintenance Building at the Rum <br />River Hills Golf Course; Case of Rum River Hills, Inc. <br /> <br />Zoning Administrator Frolik stated that Rum River Hills, Inc. submitted an application for <br />site plan approval to construct a 3,780 square foot maintenance building in the southwest <br />corner of the Rum River lqills Golf Course property. Through a series of meetings <br />between golf course personnel, City staff, the Planning Commission, and the residents, we <br />hope to have a plan acceptable to all parties. Ms. Frolik suggested that in a phone <br />conversation with resident Jerry Schmidt on July 17, City staff was informed that the only <br />issue not agreed upon between himself and the golf course was the roof material. Mr. <br />Schmidt was requesting an asphalt shingle roof and the golf course had proposed a metal <br />roof. In response to comments, the golf course has agreed to reposition the building 10 <br />feet east to meet the requirement for a 20-foot landscape area adjacent to the Highway #47 <br />area, reinstate the treed bem~ along Highway #47 using some of the trees proposed for the <br />south and west sides of the building to screen the building and above-ground fuel storage <br /> <br />Cily Council/July 25, 1995 <br /> Page 6 of 18 <br /> <br /> <br />
