tanks from the public right-of-way, and constructing the building with an asphalt shingle <br />roof. <br /> <br />Jerry Schmidt, 5831 - 164th lane N.W., Ramsey, stated his home is directly south of the <br />proposed maintenance building. He declared that they do not have an agreement on a site <br />plan nor have they ever been close to an agreement on the site plan and they will never <br />reach an agreement with his blessing. The only reason he has talked to the owners of Rum <br />River Hills was on the matter of damage control. He stated he will not stay in his home if <br />this building comes in. He added he does not want to move but because they bought their <br />home on a golf course for recreational property, they cannot accept the building in that <br />location. He explained that he had done research on maintenance buildings and golf <br />courses and presented pictures of where these courses have located their maintenance <br />buildings. He noted there are no maintenance buildings sitting behind someone's house. <br />He informed Council that he had also contacted the National Golf Foundation which would <br />be a neutral party. The information he received mentioned that one of the most neglected <br />phases of golf course planning is maintenance. He referred to a letter from the Rum River <br />Hills Board of Directors which was in response to a complaint he had registered pertaining <br />to the foul language he was subjected to from golfers on the course. The response stated <br />that this was one of the small inconveniences of living on a golf course which does add <br />aesthetics to one's home. Mr. Schmidt pointed out that this building would not be an <br />additional aesthetic. Getting back to the maintenance planning, the information he received <br />suggested that for an 18-hole golf course, the maintenance facility should be 17,000 feet, <br />Rum River Hills is looking for a 3,500 square foot building which, in his opinion, shows <br />lack of planning. He figured they would have to come back to do a condemnation for <br />expansion and he would end up losing his yard. Mr.'Schmidt suggested this location is not <br />their prime spot, it's the one that's the cheapest and meets with the least resistance. He <br />reported that one of the course owners has some property which would be ideal to put a <br />maintenance building on, plus another good spot is where it currently is. <br /> <br />Ms. Frolik indicated she did not know there was such a list of unresolved issues; she <br />understood the only disagreement was about the roof. <br /> <br />Mr. Schmidt responded by saying that he did not tell Ms. Frolik that they made a complete <br />agreement with the exception of the roof. He stated he was told by Jeff Toilette that an <br />asphalt roof is $5,000. He reiterated that he did not tell Ms. Frolik that everything had <br />been resolved. He stated "I did not try to give you that feeling at all". <br /> <br />Jeff Toilette, Manager of Rum River Hills Golf Course at 166th and Highway #47, <br />reported that they have been through this process with three meetings with the Planning <br />Commission and numerous discussions with Mr. Schmidt. He added that Mr. Schmidt did <br />not even want to talk about it. Mr. Tollette reported that he had received a certified letter <br />from Mr. Schmidt indicating that any more discussion would be considered harassment. <br />He continued that he has made some concessions to the original site plan and it was agreed <br />that they would meet with staff, the builder and the residents. It was the consensus of the <br />five people present at that meeting that the proposed location would be the best. On the <br />original site plan the building was to be 55 feet from Mr. Schmidt's property line and 150 <br />feet from the center line of Highway #47. The proposal now is to have the building 78 feet <br />from Mr. Schmidt's property line plus they have added maple and pine trees for screening. <br />He added that the proposal is also to change the doors to be on the west side. He stated <br />they could not agree to hours of operation and added that they have always had these same <br />hours and there should not be any activity change. Mr. Tollette explained that the proposed <br />maintenance building looks small but because of the mezzanine, they actually have double <br />the space. He commented that the building would have vinyl siding to match the club <br />house and pointed out that due to a gas line, they cannot move the building any further.
