Ms. Frolik suggested that if the building was moved, it would lose it's historical <br />designation. <br /> <br />Councilmember Beyer reiterated that there are better things to spend $50,000 on. <br /> <br />Councilmember Beahen like the idea of being able to offer historic value and have children <br />from the school district come and enjoy it. <br /> <br />Mayor Hardin felt it would be tragic if the building was tom down. <br /> <br />Councilmember Beyer felt that on Highway #47, with the increase in traffic, this is not the <br />best location to maintain it. We can keep the historical significance to it even if the <br />Historical Society does not recognize it. <br /> <br />Constructing a service road was discussed and it was felt that it would make the property <br />more marketable. <br /> <br />Councilmember Beyer commented that we have not had people in here demanding we <br />restore that building and that groups have failed to get funding for the building. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to authorize <br />negotiations with Isanti State Bank on one of the options presented. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer <br />and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to introduce <br />the ordinance allowing for the sale of the property. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer <br />and Zimmerman. Voting No: None. <br /> <br />Case #10: Property Acquisition <br /> <br />City Administrator Schroeder stated that staff has been meeting with Tom and Patty Kurak <br />over the past few months with the intent of gaining access to and control of the utility <br />easement required for Ramsey Elementary School sewer main. The Road and Bridge <br />Committee will be making a recommendation for a specific alignment. We need to force <br />the issue through initiation of the eminent domain process. As long as that needs to occur, <br />we may as well add Sunwood Drive to the action in that the Kuraks own both the easement <br />and the right-of-way areas. This still leaves the Ben Deemer property. Mr. Schroeder <br />reported that he had requested Attorney Goodrich to prepare condemnation resolutions on <br />all three parcels (Kuraks two and the one belonging to Deemer). He explained that this <br />action has been discussed with all property owners and they are accepting of the need to <br />initiate the process. This sets the clock ticking so if negotiations fall apart, we need to <br />know we have control of the properties. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt <br />Resolution #95-08-170 initiating eminent domain proceedings. <br /> <br />Motion carried.
