City Engineer Jankowski pointed out that the City had budgeted $10,000 for the Trunk <br />Highway #47 Access/Corridor Study. We had solicited four proposals and a steering <br />committee, comprised of the Road and Bridge Committee, City Administrator, City <br />Engineer, Anoka County Engineer and MnDOT met to discuss the scope of the project plus <br />review the proposals. The committee made a recommendation on what should be contained <br />in the scope of the work and was asked to score the proposals based on five criteria. The <br />firms scored very close and the determining factor appeared to be the cost. Strgar, Roscoe <br />and Fausch (SRF) had the lowest bid. MnDOT indicated they are comfortable with <br />performing some of the study. We would like to meet with the consultant to determine <br />what MnDOT would be doing. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to retain <br />SRF as the consultant to perform the Trunk Highway #47 Access/Corridor Study and also <br />to meet with MnDOT to detemfine what portion of the study they will do. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman, <br />Beahen and Beyer. Voting No: None. <br /> <br />3) Status Report on Drainage Issue <br /> <br />City Engineer Jankowski reported that the Road and Bridge Committee reviewed the list of <br />drainage issues (14 issues expanded into 22 issues). A draft policy was presented that <br />should be helpful to the City Attorney to devise a policy whereby the responsibility, or not, <br />of the City will be determined with regard to drainage issues. We also discussed the septic <br />field flooding at 6508 - 171st Lane N.W. The City Engineer and the Public Works <br />Supervisor were directed to meet with Ms. Farber to discuss the options of this issue. He <br />noted that no action by Council is necessary on this case. <br /> <br />Case #12: Award of Contract for Improvement Project #95-17 Sanitary <br /> Sewer, Watermain, Storm Sewer and Street Improvements for <br /> River's Bend 4th Addition <br /> <br />City Engineer Jankowski reported that plans were accepted and bids were authorized on <br />June 27, 1995, for the extension of sanitary sewer, watermain, storm sewer, trail and street <br />improvements to service the River's Bend 4th Addition. He presented the bid tabulations. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt <br />Resolution g95-08-171 receiving bids and awarding contract for Improvement Project g95- <br />17 (sanitary sewer, watermain, storm sewer and street construction for the River's Bend <br />4th Addition) to Bonine Excavating in the amount of $188,678.55. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen, <br />and Zimmerman.
