Case #5: <br /> <br />Request for Amendment to Development Plan and Site Plan <br />Approval to Construct a Maintenance Building at the Rum <br />River Hills Golf Course; Case of Rum River Hills, Inc. <br /> <br />Zoning Administrator Frolik stated that Rum River Hills, Inc. is requesting site plan <br />approval to construct a 3,780 square foot maintenance building in the southwest comer of <br />the Rum River Hills Golf Course Property. Council tabled this request to allow time to <br />tour the various sites possible for the construction of such building. Staff is recommending <br />approval of the site plan with the following modifications: a) reposifion the building 10 <br />feet east to meet the requirement for a 20-foot landscape area adjacent to Highway #47; b) <br />reinstate the treed berm along Highway #47 to screen the structure and above ground fuel <br />storage tanks from the public right-of-way; c) constructing the building with an asphalt <br />shingle roof; and d) a solid wood fence. The applicant has said there would be a solid <br />wood privacy fence and also that the only storage area outside will be on Ouflot G. She <br />noted that representatives of the golf course and also some residents were present. <br /> <br />Jerry Schmidt, 5831 - 164th Lane N.W., Ramsey, inquired if Council needed to see the <br />Real Estate opinion or the photos of the golf course that he presented at the last meeting. <br />He then inquired if anyone had a comment after looking at the golf course site. <br /> <br />Councilmember Zimmerman stated that he stood at the site where the maintenance building <br />is proposed to be placed and, looking toward Mr. Schmidt's home, it was barely visible. <br /> <br />Mr. Schmidt presented pictures again taken 200 feet from his home and argued that it <br />indeed was visible. <br /> <br />Councilmember Beahen agreed with Councilmember Zimmerman. She too stood where <br />the building was and had a difficult time viewing Mr. Schmidt's property. She felt that she <br />had enough information to make a decision, with touring the site and reviewing all the <br />things the golf course is agreeing to. <br /> <br />Mr. Schmidt stated he did not know what he had to do to get his point across to Council <br />that this building is something that is being put in an area that affects the property value of <br />his home. This building is having a negative effect on the area. This building is not in the <br />agreement. The wording is being changed to allow for a maintenance building. <br />Recreational land is being revised; that's condemnation. He felt he could not stand by and <br />watch his property be condemned. This will take a recreational area away from his back <br />door. He stated he will be kept from removing any trees from his yard and he will also be <br />subject to the noise. He felt this building is indeed detrimental and will take away <br />reasonable enjoyment, contrary to what the findings claim. <br /> <br />Discussion ensued relating to what the maintenance building will be used for and also the <br />description of recreational versus commercial designation for property as well as what PUD <br />stands for. <br /> <br />Shirley Gorsch stated she lives on the west side and the only thing she sees is the golf <br />course and foliage. She does not want to look out her window and see a maintenance <br />building. She felt that a maintenance building would not contribute to beautification of <br />Ramsey. She inquired what good petitions are when people do whatever they please <br />anyway. <br /> <br />City Attorney Goodrich advised her that petitions are a way to present opinions; however, <br />the City Council has to consider the entire City and listen to all sides presented.
