citizen opposition alone is not necessarily enough to make a decision for Council. They
listen to the citizens and take into account everyone's rights.

Gary Cook, 5830 - 164th Lane N.W., Ramsey, stated that the building proposed is directly
out his front window. The leaves will not be on the trees all the time and the maintenance
building will be very visible from his property. The building will create noise and in his
opinion, it does not belong where it is being proposed. He stated he has lived in his home
for 15 years and when the golf course was built, there was no plans showing a
maintenance building. He suggested placing the building on the side of the club house so it
is outside their own window as opposed to his. He felt there are alternative sites but they
are just more expensive. The City shouldn't have to worry about that because the money is
not coming out of its pocket. He felt that the residents are right and the golf course is
wrong and this is founded by the facts. He reported that it was proposed to the residents in
the past that the golf course would not create any problems with aesthetics or resale value
of the homes in the neighborhood and the facts presented by Mr. Schmidt stated that this
would be negatively impacting the neighborhood. He suggested that if this was happening
in one of the neighborhoods Council lived in, they would be against it too. All the
residents in the area have spoken against this. The only people who have spoken for this is
the golf course people. He reiterated there are other alternatives, they are just more costly.

Terry Miller, 16731 Iodine Street N.W., Ramsey, stated he lives on the north part of this
property. The comment that no one is for this development other than the golf course
people is not correct. We have investments in the area too, but we are in favor of the
building. He felt the building is needed for safety of the employees not having to cross
Highway g47. He added there are others in the audience also in favor of this building.

Fred Hillyer, 5741 - 164th Lane N.W., Ramsey, stated he lives three homes east of Jerry
Schmidt. He will not see the building itself. In five to ten years, the value of everyone's
home abutting the golf course will be higher than the house across from the golf course.
The course has made great strides to work with concerned residents and have worked hard
to acco~te them by moving the building and berms, etc. The golf course is a
business - a commercial venture. He felt it was too bad a more congenial location could not
have been found but he was present to support the construction of the building. The higher
value of the property in the area is because of the golf course. He added that if a violation
occurs pertaining to the use of the maintenance building, it will be brought back before
Council.

Sue Schmidt, 5831 - 164th Lane N.W., Ramsey, stated that the golf course has been asked
to clean up and that it has been a dump since it was built. She stated there are many
reasons she does not want the building where it's proposed and one of them is that she will
lose a lot of enjoyment. She complained that she will have to listen to the noise from the
maintenance building at 5:30 a.m. She inquired if anyone came to their house during their
tour to see what their view would be.

Councilmember Zimmerman stated that he walked up to her property line.

Ms. Schmidt stated that from her property she will see a very large building, especially
from October to April. She felt the golf course should be made to screen the eye sore.

Tom Anderson, 16831 Helium Street N.W., Ramsey, stated he has been involved with the
Rum River Hills Golf Course from the beginning. The course currently has a maintenance
building on the west side of the road but it does create a safety problem. He stated that they
have researched various sites for this maintenance building and that he worked with the
City on this. This proposed site is the most acceptable. We have tried to work with the

City Council/August 22, 1995
