A resident inquired when the police issue a citation, do they have any kind of enforcement <br />procedure, like losing your fight to drive that snowmobile, or postponing that right. <br /> <br />Sergeant Gustafson stated that would be up to the courts. <br /> <br />The resident then inquired if there was any municipalities who take away the right to ride. <br /> <br />Sergeant Gustafson noted the Ham Lake ordinance again where it cites that the machine is <br />the culprit and the owner is responsible. When you attack the owner of the machine, it <br />makes it somewhat easier for us to enforce. If the owner is cited repeatedly, they will <br />become tired of someone riding/driving their snowmobiles and violating the laws. <br /> <br />A resident suggested that most of the people in this room would support not running in <br />someone's yard. I would not have a problem with an ordinance like that. He agreed with <br />tagging violators. <br /> <br />Another resident stated there are a lot of safety concerns and damage caused. If we have a <br />trail system, all that would be alleviated. He asked why an ordinance couldn't be rewritten <br />to state that there has to be 4 to 5 inches of snow before anyone can go out riding. <br /> <br />Discussion ensued regarding the damage that is caused to the ground/grass before the <br />ground is totally frozen. <br /> <br />A resident stated that riders who want to keep this a safe activity should mm in the people <br />who they see violate the roles. They should be working in conjunction with the City and <br />the snowmobile clubs. <br /> <br />Chief Auspos asked the residents if they would really be willing to mm someone it. He <br />reminded them that he cannot take that person to court unless the one who turned them in is <br />willing to come to court and witness. <br /> <br />A resident responded he would be willing to do that. If we do not, we will have to give up <br />all snowmobiling rights. He inquired about a number to call with names and locations. <br /> <br />Chief Auspos informed him that it's okay to call 911. <br /> <br />A resident stated she chases kids out of her yard and that there should be more people out <br />there with the guts to do that. <br /> <br />A resident suggested in the next newsletter, take a survey regarding problem areas. Have <br />the City set up a system where they could flag off the coruer areas. He felt that a lot of the <br />problems would be solved. If the property lines are not defined, the abuse takes place. <br /> <br />Another residents commented on the bicycle and walking trails in Ramsey and suggested <br />that they could be used for snowmobiles in the winter. <br /> <br />Councilmember Peterson stated that at the present time, the City's trails are all non- <br />motorized. <br /> <br />Bob Peterson stated he is going to be meeting with the Park and Recreation Commission <br />regarding trails. <br /> <br />Several residents supported the flagging idea and felt that identifying areas would help <br />eliminate violations. <br /> <br />Snowmobile Committee/August 28, 1995 <br /> Page 5 of 7 <br /> <br /> <br />
