Chief Auspos stated that there has also been some discussions relating to the City acquiring
signs that could be made available to the residents at what it cost the City. He informed the
residents that signs are allowable providing they are on your own property and that they are
not in the right-of-way.

One of the residents suggested that the sign could say something like "By order of the
Ramsey Police Department" as that may have some more "weight".

Another resident declared that the only real solution is trails.

Mr. Peterson mentioned the meeting at his house and asked if someone from the City could
also attend.

A resident felt that the City supported the trail idea but that they did not have the funding.

Another resident felt that spending money on enforcement was a band-aid approach and
that the money should be put toward a trail system instead.

Sergeant Gustafson stated that you still have to fund enforcement as a trail system would
not happen overnight.

One resident suggested that the local snowmobile clubs make more of an effort to get out
and educate the people.

Councilmember Peterson suggested that the local snowmobile dealers could maybe give out
club information.

A resident suggested having a fund raiser for trails.

Bob Peterson reported that the State will come up with the funding but we need to come up
with a place to put the trails; we need permission to go across driveways, etc.

Rick Mehlhop felt that consideration should be given to putting something in the Ramsey
Resident as it pertains to general rules, etc. Also, people should know that they can call
911 if someone is snowmobiling on their yard.

Councilmember Peterson inquired how many of the residents present were interested in the
wording in the Ham Lake snowmobile ordinance.

Someone inquired how the police would "weed out" revenge violations.

Chief Auspos stated that the person making the complaint would have to
themselves, plus it would be a gross misdemeanor to file a false police report.
confident that they can usually sort this type of thing out.

identify
He felt

Councilmember Peterson commented that City Council will be attending and encouraging
snowmobile clubs to become active in facilitating a trail in Ramsey; identifying property
lines by allowing signs to be bought and placed or flags, etc.; possible change in the
ordinance that the snowmobile would be cited; and through the Ramsey Resident to new
snowmobile owners where they can snowmobile and also the availability of snowmobile
clubs, etc. We have also talked about using more of the County's resources.

Jim Connelly inquired how long it would take to instigate this stricter system.

Snowmobile Committee/August 28, 1995
