Voting No: None. <br /> <br />The public hearing closed at 7:35 p.m. <br /> <br />Council Business <br /> <br />Mayor Hardin called the regular portion of the City Council meeting back to order at 7:35 <br />p.m. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt <br />Resolution #95-09-229 adopting assessment for Improvement Project g95-10 (Bituminous <br />overlay to Countryside Estates) and that the assessment be amended to two of the <br />properties paying 50 percent. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen <br />and Zimmerman. Voting No: None. <br /> <br />Consensus of the Council was that the issue of assessment policy be brought back to a <br />subsequent meeting for more discussion. <br /> <br />Case #10A: <br /> <br />Public Hearing and Levy of Assessments for Past-Due Charges <br />on Municipal Utility Bills (Which May Include Water, Sewer, <br />Street Lighting, Recycling Charges and Penalties Incurred) <br /> <br />Finance Officer Hart stated that the City has been billing various services via the utility <br />billing for several years. The City Code allowed some method of collecting delinquencies, <br />such as water shut-off, however, the options were never exercised. The ordinance adopted <br />in 1994, gave the City the authority to certify delinquencies to the property taxes as <br />assessments under Chapter 429 of the Minnesota State Statutes. Notification was mailed to <br />all properties having delinquencies as of September 1, 1995. The original amount of all <br />delinquencies was $98,526.31. Last week, that amount was reduced by approximately <br />$20,000. Anoka Electric is supplying the City with daily updates. Ms. Hart recommended <br />that payment, net of penalties, be pulled and added with the next quarterly bill.
