Case #14: Covenants for Industrial Area <br /> <br />City Administrator Schroeder stated that covenants ensure a consistently high standard of <br />development which cannot be ensured by the zoning ordinance alone. The City has a <br />significant financial investment in its industrial park and the proposed covenants are <br />recommended to provide security in that investment. The Council directed that the <br />proposed covenants for the industrial area of the City of Ramsey be reviewed by the <br />Planning Commission. In addition, the City Council recommended that an Architectural <br />Review Board be comprised of two Planning Commission members and two Economic <br />Development Commission members, two property owners, and the City Administrator. <br />The Planning Commission has suggested that Ben Deemer and Brad Thorud sit on the <br />Board 'and the EDC has suggested Dave Kent and Ken Wagner. These positions would be <br />newly elected each year so there would be a different property owner chosen each time too. <br />The property owner's seats would remain open until the lots are transferred to the new <br />owners. Currently, it is anticipated that Command and Carbon Product Technology <br />representatives would hold these seats. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt the <br />Declaration of Covenants, Conditions and Restrictions for Business Park 95. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer <br />and Zimmerman. Voting No: None. <br /> <br />Case #15: Proposed Adoption of the Minnesota Building Code <br /> <br />City Administrator Schroeder reported that the State of Minnesota has recently approved the <br />updated building code for 1994. The 1994 Uniform Building Code does not include any <br />major changes to previous editions of the building code. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to <br />introduce the ordinance adopting the 1994 Uniform Building Code. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen <br />and Peterson. Voting No: None. <br /> <br />Case #16: Report from Road and Bridge Committee <br /> <br />1) Review of 1995 Street Maintenance Program <br /> <br />City Engineer Jankowski reported that the Road and Bridge Committee received and <br />reviewed eight addresses where there was a question of assessment. At the Council table <br />earlier, Council amended action on four of these addresses. <br /> <br />2) Discuss Sunwood Drive Alignment <br /> <br />City Engineer Jankowski stated that a couple of meetings ago, Council chose a preferable <br />alignment for Sunwood Drive. At the last meeting, one of the property owners asked that it <br />be reviewed again. The Road and Bridge Committee reviewed it this evening. They <br />recommended the northern most alignment which is somewhat different from that which <br />Council previously authorized. He stated that it is acceptable from an engineering <br />standpoint and Tom and Patty Kurak, Ben Deemer, and John Peterson of Good Value <br />Homes were at the meeting and all three owners expressed agreement with this alignment. <br />He asked Council to ratify yet another alignment on Sunwood Drive. <br /> <br />City Council/September 26, 1995 <br /> Page 18 of 22 <br /> <br /> <br />
