Absent: Councilmember Beyer.

Case #2: Street Names in Northfork Oaks 2nd Addition; Case of North Fork,
Inc.

Zoning Administrator Frolik reminded Council that at their September 26 meeting, they were
approached by Mr. Dale Ekegren, a future resident of Northfork Oaks 2nd Addition, with a request
to deviate from the City's grid system and change the 159th Court street designation to Royal
Court. At that time, Council was reluctant to approve changing the street name without evidence
that North Fork, Inc. was aware or supportive of the request. She noted that the City had received
a letter from Dennis Peck, North Fork, Inc., supporting the renaming of 159th Court and Circle in
Northfork Oaks 2nd Addition to Royal Court and Royal Circle, respectively. She reported that
Council previously deviated from the grid system when they approved York Circle rather than Yak
Circle in another phase of Northfork. At that time, it was determined that the 911 emergency
service can deal with these deviations as long as they are specially noted when address maps are
provided to the agency. The plat of Northfork Oaks 2nd Addition has not yet been recorded at the
County, so a change in street name at this point is a very simple modification to implement. Ms.
Frolik continued that City staff is recommending approval of the request to rename streets in
Northfork Oaks 2nd Addition contingent upon the applicants agreeing to pay any costs incurred by
the City as a result of these name changes, i.e. new street signs.

Councilmember Peterson inquired about the costs.

City Engineer Jankowski informed Council that the street signs had previously been ordered but
that Public Works Supervisor Mevissen would call and if the signs have not yet been printed, there
will not be additional cost. Mr. Peck has indicated he is willing to pay the additional costs.

Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to approve
deviation from the City street grid system and allow 159th Court and 159th Circle in Northfork
Oaks 2nd Addition to be named Royal Court and Royal Circle, respectively.

Further discussion: Councilmember Zimmerman inquired if the City has a policy on renaming
streets. Mr. Jankowski replied that we have renamed streets where there was good cause to do so
such as to avoid confusion (e.g. Sunfish Lake Drive), etc. Council directed that such policy be
drafted for their review. Police Chief Auspos cautioned against this becoming a common
occurrence.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman and Beahen.
Voting No: None. Absent: Councilmember Beyer.

City Council/October 10, 1995
