Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to adopt <br />Resolution #95-10-244 electing to participate in the Local Housing Incentives Account <br />Program Under the Metropolitan Livable Communities Act - Calendar Year 1996. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman, <br />Beahen and Beyer. Voting No: None. <br /> <br />Case S8: Report from Road and Bridge Committee <br /> <br />1) <br /> <br />Update on County Road #117/Trunk Highway #47 1996 Intersection <br />Upgrade <br /> <br />City Engineer Jankowski stated that the Road and Bridge Committee met earlier this <br />evening and received an update on the C.R. #116/T.H. #47 intersection upgrade. There <br />has been funding set aside for this project for the fiscal year 1996. It will be let before July <br />1, 1996. Anoka County is preparing the plans for the project and the Road and Bridge <br />Committee were presented with a draft of such plans. There will be some repercussions. <br />The present plans will prevent left tums into River's Bend Plaza and the Super America and <br />no left turn movements will be allowed into the apartment building complex. The County <br />Highway Engineer indicated he will check with MnDOT to see if they will consider any <br />other design but, in his opinion, they will feel this is the way the road should be designed <br />to function properly. The Road and Bridge Committee indicated we should solicit the <br />Highway #47 Consulting Engineer and that we would notify subsequent property owners <br />of the pending improvements. Mr. Jankowski added, that with regard to the status of <br />Highway #47, we are about half way through. <br /> <br />Mayor Hardin stated that we need to keep property owners apprised but also schedule <br />meetings with MnDOT. <br /> <br />Mr. Jankowski stated that perhaps with 142nd Avenue being looked at for signalization, <br />we may request they extend the lane on the east side of 4147 so when we signalize, we <br />could create a left turn lane just by striping. He added there is no action required on this <br />case. <br /> <br />2) 1996 and Future Street Maintenance Program <br /> <br />City Engineer Jankowski stated we have had the opportunity to do long range planning for <br />future street maintenance and have developed the goal for maintenance. The plan is to <br />sealcoat five years after the street is built, then seal seven years later and seven years later <br />again, followed by an overlay after the next seven years. The City has not been able to <br />keep up with this backlog; however, in 1998, the backlog should be eliminated. We need <br />to identify some funding sources when we get to the year 1999. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to direct <br />the feasibility report be completed for the 1996 Street Maintenance Program. <br /> <br />Further discussion: Councilmember Peterson brought up the fact that from time to time the <br />City receives comments about the City picking up the entire cost of street maintenance. Mr. <br />Schroeder stated that this could be done and the funding could come from the general fund <br />or interest or the Public Improvements Revolving fund. Councilmember Peterson <br />sug. gested the Council should discuss looking at a different percentage to fund for the street <br />mmntenance program.
