Councilmember Peterson felt that some unpleasant comments could come up and he wasn't <br />sure if the people present at the last Park and Recreation meeting would then want to <br />testify. <br /> <br />Mr. Goodrich commented that any meeting will have to be public. <br /> <br />Jill Johns, Park and Recreation Commissioner, stated that the Commission is not <br />embarrassed to talk about what went on at that meeting. One thing that came out of that <br />meeting was the RYAA situation. She questioned if someone from the City Council <br />communicated to RYAA that a seat would be designated to them. <br /> <br />Councilmember Peterson stated that the minutes will reflect that this discussion was <br />brought up at a joint meeting in September. No action was taken. He personally did not <br />have any conversation with the RYAA. <br /> <br />Ms. Johns stated that this was their recollection as well - we were not being mandated to <br />appoint an RYAA member to the Commission. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to direct City <br />staff to prepare background information from candidates who participated in the nomination <br />process to get a statement of what they feel took place. <br /> <br />Further discussion: Councilmember Beyer suggested discussing this at a meeting other <br />than the regular meeting as it may be a lengthy discussion. Commissioner Johns stated that <br />Councilmember Beyer has questioned the process the Park and Recreation Commission <br />used and we were not aware that any complaints had been made. It is our understanding <br />that the same process for interviewing is used by all Commissions. Mr. Cook stated he has <br />no problem discussing the process. He does, however, have a problem with Ron Hetland <br />not being re-appointed. He questioned why and suggested that no reason has been given. <br />Councilmember Peterson stated that you will see reasons for this denial. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer and <br />Beahen. Voting No: None. Absent: CouncilmemberZimmerman. <br /> <br />Case 12A: <br /> <br />Adopt Resolution Approving Second Partial Payment to H & M <br />Asphalt for Improvement Project #95-15 (Construction of <br />Sanitary Sewer, Watermain, Storm Sewer and Streets to <br />Service Fox Knoll <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt <br />Resolution //95-11-255 approving second partial payment to H & M Asphalt for <br />Improvement Project g95-15 (Construction of sanitary sewer, watermain, storm sewer and <br />streets to service Fox Knoll). <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson and Beahen. <br />Voting No: Councilmember Beyer. Absent: Councilmember Zimmerman. <br /> <br />Councilmember Beyer asked that it be noted in the record that she missed pulling #12 off <br />the consent agenda. That item was to adopt the resolution approving partial payment to <br />Barbarossa & Sons, Inc. for Improvement Project 4/95-13 (Ramsey Elementary School <br />sanitary sewer and watermain extension) and Improvement Project g95-14 (Municipal <br />sanitary sewer and water extension to Haubrich Addition). <br /> <br />City Council/November 14, 1995 <br /> Page 12 of 13 <br /> <br /> <br />
