inclement weather so that the building could be leased over the winter, City staff did give <br />permission for the improvements to be installed in advance of the Planning Commission <br />and City Council approval after reviewing the site plan details. The applicant was only able <br />to get the sidewalk and curbing installed prior to the snowfall and is therefore requesting <br />permission to open up for business with a Class 5 parking lot until spring. Mr. Lano is <br />willing to curb the perimeter of bituminous on the Riverdale side of the facility, but at this <br />point in time he doesn't know the extent of his tenant's pavement needs in that area of the <br />site. The Planning Commission recommended approval of the site plan with all pavement <br />being finished with concrete curbing, knowing that the extent of the pavement on the <br />Riverdale side of the facility is a variable. They also recommended approval of occupancy <br />of the building with a Class 5 parking lot for the winter months contingent upon the <br />applicant placing a financial guarantee with the City to ensure installation of pavement in the <br />spring. <br /> <br />Motion by Councilmember Beyer and seconded by Mayor Hardin to approve the site plan <br />submitted by Lano Brothers for site improvements at 6246 Highway #10 NW and to allow <br />the commencement of business operations with a Class 5 parking lot contingent upon <br />modifying the site plan to identify installation of curbing along the perimeter of all <br />pavement and supplying a financial guarantee to ensure the timely installation of the <br />pavement. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen and <br />Peterson. Voting No: None. Absent: Councilmember Zimmerman. <br /> <br />Case #12: Discussion Regarding Park and Recreation Commission <br /> <br />Todd Cook, Park and Recreation Commission, stated that the Commission is present not <br />as confrontational or adversarial but to let Council know what our commitments are. It's <br />our duty on the Park Board to do what's best for the community and citizens - putting our <br />own feelings behind that. We feel that's what we did at the meeting where we asked that <br />Steve Ostmm be appointed to our Commission and where we also recommended re- <br />appointment of Ron Hetland, Beth Asfahl and Mike Skinner. Our main concern is that we <br />would like to have you look at this from our point of view. Ron Hetland is a strong <br />member on our Commission - he is strong enough to lead us. We have never had anyone <br />question our integrity - no problems in the past. If there was some question in the past, we <br />would like to have been present at the meeting where questions were presented. Mr. Cook <br />continued that several of the Commission members took offense by the gender bias <br />comment made by Councilmember Zimmerman. We have a diversity of ages, occupations, <br />financial status, etc. We have tried to have a diversity of different educational <br />backgrounds, jobs, etc. Mr. Hefland is an integral part of that. He felt the basis for <br />checking the Commission's integrity is that someone thought we were choosing someone <br />over someone else. He wondered if anyone told RYAA they would have a seat on the Park <br />and Recreation Commission. <br /> <br />Councilmember Peterson stated that he had originally suggested the Council meeting with <br />the Park and Recreation to discuss some of these issues. He felt that depositions from <br />people at the meeting need to be taken to answer some of these questions. He felt a <br />workshop needs to be scheduled and that background information needs to be gotten to <br />answer of these questions.
