Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt <br />Resolution g95-11-253 authorizing acquisition of property for drainage purposes. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and <br />Beyer. Voting No: None. Absent: Councilmember Zimmerman. <br /> <br />Case #4: <br /> <br />Proposed Amendment to Chapter 9 of City Code to Amend <br />Platting Process <br /> <br />Zoning Administrator Frolik explained some amendments that staff and the Planning <br />Commission have drafted to Chapter 9 of the City Code. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to forward the <br />proposed amendments to Section 9.50 (Subdivision) of City Code to the Planning <br />Commission for a public heating. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer and <br />Beahen. Voting No: None. Absent: CouncilmemberZimmerman. <br /> <br />Case #5: Status of Rink Replacements at Ramsey Elementary School <br /> <br />Parks/Utilities Supervisor Boos explained that both hockey finks at the Ramsey Elementary <br />School were demolished due to the storm water conduit that was to be routed underneath <br />both the rinks, and a reduction in surface elevation at the rink site. The School District is <br />committed to replacement of one of the rinks and the City would replace the other. Money <br />has been requested to be allocated toward such a project. Bids received for the project were <br />higher than proposed; however, by reducing some of the "frills", the bid actually came in <br />lower than the estimate. The City's cost will not exceed $10,000. It is intended that the <br />rinks be constructed this fall for the winter skating season with reimbursement for <br />constriction of one rink in 1996. The City and the District recognize the importance of <br />formalizing the construction and the maintenance agreement. He presented a joint powers <br />agreement for Council to review. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Peterson to approve <br />the Joint Powers Agreement with Anoka Hennepin School district #11 for rink construction <br />and maintenance. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Peterson and <br />Beyer. Voting No: None. Absent: Councilmember Zimmerman. <br /> <br />Case 06: <br /> <br />Repeal of Section 5.05 (Curfew), Chapter Five of City Code <br />and Adoption by Reference of Anoka County Ordinance 95.2 <br />(Juvenile Curfew Ordinance) <br /> <br />Police Chief Auspos informed Council that Anoka County has adopted a curfew ordinance <br />that applies to the entire County. This means that, while we still would have a City <br />ordinance, in all areas where the County ordinance is more limiting, the County ordinance <br />would prevail. Several Metro counties have adopted this same or similar ordinance in order <br />to make curfew more standardized throughout the Metro Area. He explained that we could <br />keep our present ordinance as it is and deal with any inconsistencies between local and <br />County as they arise. Another option would be to redraft a local ordinance in the form of <br />the county one except to use city-specific wording where applicable.
