Motion by Councilmember Beyer and seconded by Councilmember Beahen to introduce the <br />ordinance and schedule a public hearing for November 28, 1995. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen and <br />Peterson. Voting No: None. Absent: CouncilmemberZimmerman. <br /> <br />Case g7: Tobacco Sales Compliance Project <br /> <br />Police Chief Auspos reported that the Association for Nonsmokers-Minnesota has sent <br />information concerning their efforts to have police agencies conduct compliance checks at <br />tobacco outlets. The time to conduct the compliance checks is not very extensive and the <br />cost would be minimal. He suggested the Council approve participating in this program in <br />order to build a sound community and demonstrate social responsibility. Chief Auspos felt <br />that the program has to be more than just a noble effort that looks good and that a second <br />compliance check should be conducted along with formal charges brought against any <br />violator. The expense for this action would be substantially higher. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to authorize <br />City involvement in the Tobacco Sales Compliance Project. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer and <br />Beahen. Voting No: None. Absent: CouncilmemberZimmerman. <br /> <br />Case g8: Proposed 1996 - 2001 Capital Improvements Program <br /> <br />City Administrator Schroeder explained that each year, at about this time, as part of the <br />budget process, City Council reviews and approves the Capital Improvements Program <br />(CIP). It's typically a six-year schedule. Also, City Council, each year, reviews parks <br />which is done earlier because the Park and Recreation Commission goes through the citizen <br />process earlier. Even though the Park CIP was ratified at that time, we always bring that <br />back along with this package. Total projected expenditures are $13,359,418 of which <br />$106,000 is projected from the General Fund. In addition to that General Fund <br />expenditure, however, will be levies to pay back interfund loans for the Public Works <br />garage, the Police building, and a projected Fire Department building in 1998. Each of <br />these debt repayments are projected to be possible through the general levy which is <br />supported through market value increases rather than tax rate increases. A third well is <br />proposed for 1996 with another well projected in 1998. A second water tower is projected <br />for 1999. It is expected that two segments of Sunwood Drive will be under construction in <br />1996. In 1997, the segment of 153/155 between Variolite and Armstrong Boulevard is <br />expected to be underway. It is also expected that Riverdale Drive will be completed <br />providing development in that area takes place. In 1998, it is projected that McKinley <br />Street will be completed between Sunfish Lake Boulevard and Jaspar Street and the Public <br />Works facility. It is also projected that the final leg of Sunwood Drive, east of County <br />Road #5 and connecting to T.H. #47, will be completed in that year. The McKinley Street <br />connection to the City of Anoka is programmed for 1999. Money has been set aside for <br />dealing with T.H.//47 in the year 1999. There is not much projected in the way of street <br />improvements for the last two years of the CIP; however, it is projected that by that time, <br />Ramsey will be discussing development potential of the area presently outside the MUSA <br />to the west. Mr. Schroeder noted that throughout the CIP, there is an annual allocation <br />toward the Street Maintenance Program. He also noted that the park plan seems to be fairly <br />balanced between competing interests for capital expenditures.
