Motion by Councilmember Beahen and seconded by Councilmember Beyer to close the <br />public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />The public hearing adjourned at 7:15 p.m. <br /> <br />Council Business <br /> <br />Mayor Hardin called the regular portion of the City Council meeting back to order at 7:15 <br />p.m. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to adopt <br />Ordinance g95-18 repealing Section 5.05 (Curfew) of Chapter 5 of the Ramsey City Code <br />and adopting the Juvenile Curfew as set forth by Anoka County. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Case #2: First State Bank of Isanti Facility/Old Town Hall Site* <br /> <br />City Administrator Schroeder reported that staff has been working with the First State Bank <br />of Isanti on the redevelopment of the old Public Works facility site. He announced that <br />Kevin Johnson of the First State Bank and Ron Erickson of KKE Architects are present. <br /> <br />Mr. Erickson presented the site plan. He summarized some of the issues pertaining to the <br />plan. The number one issue is to do a plan to leave the old town hall where it is and also to <br />basically leave the historic nature around it - such as some of the existing trees. Another <br />issue that's important to the bank is the traffic flow, as well as the third issue which is <br />visibility. He explained the plans for the entrance and exit plus parking and drive-through. <br />He reported that they are planning a 2,500 square foot building but they envision an <br />expansion to 4,000 square feet. Mr. Erickson stated that to do all this as planned will <br />require some variances to set backs. He added that they have provided the strip of land to <br />become part of the Highway g47 right-of-way and delineated a property line so two parcels <br />could become separate. He continued that they looked at a number of exterior images and <br />decided they would like to do something that fits with the old Town Hall. He presented a <br />sketch of their idea for the exterior design. <br /> <br />Mayor Hardin inquired if these plans would be reviewed by the State Historical Society and <br />would they be included in the overall review of the plans. <br /> <br />Mr. Schroeder replied yes, as it relates to the Town Hall. He added that staff is <br />recommending that the plans be forwarded as presented by Mr. Erickson. Mr. Schroeder <br />reported that the City has received $16,000 from the State Historical Society to solidify the <br />building and that $22,000 would also go toward that and for some of the exterior repair. <br />The bank's contribution would be used to complete standard things - mechanical, etc. If <br />the building would be rented out, the tenant would be taking care of that. <br /> <br />Mayor Hardin reported that the County Historical Society has $2,000 earmarked for this <br />project as well. He then complimented Mr. Erickson on the design and expressed that the <br />old building has significant historic value.
