Case 07: Request for Final Plat Approval of Phillips Addition to <br /> Ramsey; Case of City of Ramsey <br /> <br />Zoning Administrator Frolik reported that the City of Ramsey recently entered into an <br />agreement with A1 Phillips of Altron to plat the Altron property severed by the extension of <br />Sunwood Drive in exchange for the dedicated right-of-way for that road extension. Both <br />of the lots resulting from the split meet the minimum area and dimension requirements for <br />the Industrial District. A substantial portion of Lot 1, Block 1 is wetland and the City will <br />receive ownership of that parcel. The developability of Lot 1, Block 1 is yet to be <br />determined. Mr. Phillips would lose access to County Road #116 from Lot 1, Block 2 and <br />she asked that final plat approval be granted with the retention of access rights to County <br />Road #116 from Lot 1, Block 2. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to adopt <br />Resolution//95-12-276 granting final plat approval to Phillips Addition to Ramsey with the <br />retention of access rights to County Road #116 from Lot 1, Block 2. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Zimmerman, Beyer <br />and Peterson. Voting No: None. <br /> <br />Case #8: <br /> <br />Proposed Amendment to City Code Chapter 9; Parking and <br />Storing Vehicles and Equipment in Residential Districts <br /> <br />Zoning Administrator Frolik reminded Council that they had requested the Planning <br />Commission draft an amendment to City Code that would establish some criteria or <br />provisions to allow persons to park and store their commercial vehicles and/or equipment at <br />their homes while maintaining the residential integrity of a neighborhood. She summarized <br />the draft language. <br /> <br />Councilmember Beyer felt the Planning Commission did a good job and inquired if this <br />language met with favorable approval by commercial drivers. <br /> <br />Ms. Frolik replied that the commercial drivers have attended the meetings. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to approve <br />the Planning Commission's proposal for regulations regarding parking and storing vehicles <br />and equipment in the residential districts and to direct City Staff to schedule a public <br />hearing regarding same at the regular meeting of the Planning Commission in January <br />1996. <br /> <br />Further discussion: Councilmember Peterson inquired if there would be def'mitions <br />included to which Ms. Frolik replied yes. Councilmember Zimmerman stated he has some <br />concerns with the definitions too but also some language that cross-references with Chapter <br />5 and with the areas commercial vehicles can be stored on. Councilmember Beyer <br />suggested that maybe the concerns and comments should have been given to the Planning <br />Commission. Mayor Hardin stated he would like the City Attorney to comment on the <br />commercial use in Chapter 5 of the Code. His concern is that someone will read this to say <br />it's a open door to everything. Ms. Frolik stated that we want to address this to a sole <br />proprietor to make sure it does not give someone a right to run a truck terminal from their <br />home. <br /> <br />Motion carried.
