Case #9:

Review Proposed Engagement Letters for 1995 Audit Work -
City and Fire Relief Association

Finance Officer Hart reported that the fn'm of Malloy, Montague, Karnowski, Radosevich
& Company PA have performed the audit for the City of Ramsey and Ramsey Fire
Fighter's Relief Association for a number of years. She presented their proposal to
perform the 1995 audit. The fees have remained substantially the same as in prior years.
This is due to staff's familiarity with the City and its operations as well as the fact that City
staff now prepares the vast majority of the working papers and the reports.

Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to adopt
Resolution 495-12-277 authorizing 1995 auditing services and direct the Finance Officer to
sign and forward the engagement letter to the auditing f'mn of Malloy, Montague,
Karnowski, Radosevich & Company PA.

Motion carded. At this time, the City has sold and provided for the development of the three
lots that were created with the first phase of the addition. The City's Charter requires that
an ordinance be passed prior to sale of any City-owned property. Staff is requesting the
introduction of such ordinance to sell the remaining property in Business Park 95.

Motion by Councilmember Peterson and seconded by Councilmember Beahen to introduce
the ordinance authorizing the sale of acquired properties.

Motion carded. He suggested some goals for Council to review.

Councilmember Zimmerman felt the goals set for the Life-Cycle - Non-single Family
(25%) and Owner/renter mix (75/25) was unattainable. He also noted that the City of
Andover decided not to participate in this program.

Mr. Schroeder agreed that Andover had turned it down but he wasn't certain why. He
knew they would be discussing it again. He added that this program comes with incentives
in the form of grant funds, gaining access to pollution remediation clean-up pots, etc.

Councilmember Zimmerman inquired of the amount of money in the funding pots to which
Mr. Schroeder responded he didn't know but he thought about $8 million.

City Council/December 12, 1995
