Mr. Martinson replied that if they would have been informed of that information on June 9th they <br />may have been able to complete the fence. <br /> <br />City Attorney Goodrich noted that that was a month ago and questioned why the fence was not <br />completed. <br /> <br />Mr. Martinson replied that the fence was not completed because of the lack of money. <br /> <br />City Attorney Goodrich replied that it would not have mattered if they did not have the money to <br />complete the fence anyway. <br /> <br />City Administrator Norman noted that "Critical Blight" was the name of a sewer and water <br />project. <br /> <br />Councilmember Kurak noted that she was a member of the EDA and they never designated a <br />certain part of Ramsey as blighted. <br /> <br />City Attorney Goodrich inquired if Mr. Martinson could give the City Council an assurance that <br />the third extension would have a different outcome. <br /> <br />Mr. Martinson replied that if they don't comply with the third extension they will not be back <br />requesting another extension. <br /> <br />City Attorney Goodrich inquired as to how much would they need to implement the conditional <br />use permit. <br /> <br />Mr. Martinson replied that he was requesting one year. He did not see a downside to the City by <br />extending the permit. <br /> <br />City Administrator Norman noted that the City was not holding Mr. Shot back on development <br />of his property. <br /> <br />Councilmember Elvig stated that Mr. Shot does not have the money to construct a fence and yet <br />he wants to take on major redevelopment. Conversely he sold two other properties and still does <br />not have money to put up a fence. Then he wants a third extension from the City to let a property <br />sit. <br /> <br />Mr. Martinson replied that Mr. Shot does not currently have the money to construct the facility. <br /> <br />Councilmember Elvig noted that all the conditional use permit requires is the construction of a <br />fence. <br /> <br />City Council/July 8, 2003 <br />Page 22 of 30 <br /> <br /> <br />
