Voting No: None. <br /> <br />Case #10: <br /> <br />Introduce Ordinances to Amend Housing Maintenance Standards and <br />Licensing Requirements for Rental Housing <br /> <br />Community Development Director Frolik stated that in 2002, the City Council directed staff to <br />review and update City Code as it relates to the maintenance of all housing in the City of <br />Ramsey, as well as the licensing of rental housing. The Ramsey Housing Committee has <br />reviewed the draft amendments to City Code and forwarded it to the City Council for review. <br />The City Council reviewed the proposed amendments to City Code on May 27, 2003. Staff <br />formatted the amendments into ordinance format and was ready for formal introduction. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Elvig, to introduce an ordinance <br />amending Section 8.60 (Residential Housing Standards) and repeal Section 8.61 (Multiple <br />Dwellings) of City Code regarding housing maintenance and introduce an ordinance amending <br />City Code with the addition of Section 7.15 (Rental Residential Dwelling Units) of City Code <br />regarding the licensing of rental housing. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #11: <br /> <br />Adopt Ordinance for a Six Month Extension to the Development <br />Moratorium on Highway #10, West of Armstrong Boulevard NW <br /> <br />Community Development Director Frolik stated that on June 24, 2003, the City Council <br />introduced an ordinance for a six-month extension of the development moratorium on certain <br />parcels located north and south of T.H. #10, west of Armstrong Boulevard NW. The purpose of <br />the moratorium extension was to protect the planning process while MnDOT, Anoka County and <br />Hennepin County complete the Scoping Document related to the Northwest Metro Corridor and <br />River Crossing Study. The purpose of the study is to consider long-term options to address the <br />relief of congestion on the highway corridors and Mississippi River crossings. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Kurak, to adopt Ordinance #03- <br />17 to extend the development moratorium on certain parcels located in Section 29 of the City of <br />Ramsey, Anoka County, Minnesota for an additional six months. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />City Council/July 8, 2003 <br />Page 24 of 30 <br /> <br /> <br />
