He explained that their property has been <br />flooded numerous times and their septic system has been under water. <br /> <br />Mayor Gamec replied that the City Council is aware that staffhas been working on the issue and <br />the City is bringing in a firm to do some testing on the septic system to see if it was impacted. <br />Staff is updating the Council as to what is occurring and once the reports are received, Council <br />can discuss the issue further. <br /> <br />Mr. Oberrnaier stated that they have an open ditch with three to four feet of water that is only feet <br />away from a trail, which he did not feel was safe. <br /> <br />Mayor Gamec replied that staff would keep the Council informed as to what is happening. <br /> <br />Councihnember Strommen inquired if the issue of dewatering is a bigger issue in the City <br />because this was the second complaint she had received. <br /> <br />Director of Public Works/Fire Kapler noted that part of the commitment made to the Obermaier's <br />is that staff will review the entire system in the area. <br /> <br />Councilmember Cook stated that over the last six months he has had calls from several different <br />areas in the City regarding drainage problems because of new developments and dewatering. It <br />might be an issue they have to deal with Citywide. <br /> <br />Ed Hamilton, 6610 Highway #10 NW, Ramsey, stated that he noticed under the Consent Agenda <br />that the Council will be receiving a report on Commercial Asphalt. He wanted it noted that he <br />disagreed with some of what was included in the report. He explained that where the reporting is <br />being completed is 300 to 400 feet from his home. <br /> <br />Mayor Gamec recommended that Mr. Hamilton file a written complaint with the MPCA. <br /> <br />Councilmember Kurak inquired if the City was going to continue to monitor the plant. <br /> <br />Community Development Director Frolik replied yes. <br /> <br />Councilmember Kurak inquired if it was possible for whoever is doing the observation to work <br />more closely with Mr. Hamilton since he is the one being impacted by the odor. <br /> <br />Director of Public Works/Fire Chief Kapler explained that they don't complete the check in one <br />particular location. They do go down wind twice a day, which they felt was a fair test. <br /> <br />Councilmember Kurak inquired if it was possible to contact Mr. Hamilton when they are doing <br />the checking. <br /> <br />City Administrator NolTnan replied that that could become a large administrative problem. <br /> <br />City Council/July 8, 2003 <br />Page 3 of 30 <br /> <br /> <br />
