Consider 164th Lane Drainage Project <br />By: Steven J. Jankowski, City Engineer <br /> <br /># ] <br /> <br />Background: <br /> <br />Attached to this case is a sketch illustrating the drainage patterns in the vicinity of TH 47 and <br />164th Lane. There are two areas in particular which are problematic, or are likely to be viewed as <br />problematic in the future. The property at 5831 156th Lane owned by Carla and Dewey Thorson <br />has a low-lying backyard. Flow fi.om the ditchline of TH 47 is directed into this backyard. The <br />City has received a request from this property owner to assist in correcting this situation. A <br />second issue exists at 5810 and 5830 156th Lane where runoff from TH 47 and 156th Lane runs' <br />into a low area and ponds in the front yards of these properties. The City has not received <br />complaints over this situation, but it is likely that a future property owner may fred this <br />obi ectionable. <br /> <br />Attached to this case is a letter from the Thorsons, which provides additional background on this <br />issue. The City has assisted in placing sandbags over the flared end section drain/rig across TH <br />47, to help slow the rate of flow into their yard. The' rate of flow increased significantly after the <br />2000 highway project which installed new culverts along TH 47. MnDot has been consulted <br />and is agreeable with this action. <br /> <br />A permanent solution to this situation is necessary. Earlier, Staffhad advised the Tho}sons that <br />the problem could be addressed along with the access road from TH 47 into Elmcrest Park, <br />however, withln the past year it has become apparent that the park access will follow a northerly <br />route to 167th Avenue. --- <br /> <br />Alternatives Considered <br /> <br />Below are several alternatives to address this drainage issue: <br /> <br />Alternative A: One alternative for rewarding these issues is illustrated as Alternative A. A flared <br />end storm sewer would accept the runoff delivered by the culvert across TH 47 and be <br />transmitted across the golf course property to the Golf course pond. A culvert would be placed <br />across 164th Lane to reduce the amount of runoff delivered to the ponding area in front of 5230 <br />and 5810. The construction cost associated with the piping for this alternative is estimated to be <br />$31,000. In addition, however, an easement would be needed from the golf course to facilitate <br />this alternative. Depending on how close the easement would be to the south golf course <br />property line, tree loss may also be an impact. Survey work would be needed to determine if <br />there was a conflict with the gas line. <br /> <br />Alternative B: Alternative B would utilize a flared end storm sewer pipe picking up fl0w from <br />the TH 47 culvert and transmitting it south and'then east along 164th Lane, to a side yard <br />easement line between 5821 and 5761, and then into the golf course pond.
