Lane would drain the secondary pondin,.g problem. The construction cost of this alternative is
estimated to be $44,000 which include fl~e replacement of half of 156th Lane.

All necessary easements for this transmission line associated with tiffs alternative are currently
held by the City, however, the City Attorney has advised that obtaining easements on waiver
from properties bordering the pond, including the golf course would be desirable, since the only
portion of the pond covered by the easement includes the twenty feet along the common border
between 5821 and 5761. A temporary easement for construction would also be helpful. There
would be tree loss impact along the 5821 and 5761 property line, since it is heavily wooded.
Tiffs alternative would also allow the ponded water on 5830 and 5810 to be drained entirely.
Sh-nilar to Alternative A, there may be a conflict with the gas line.

Alternative C.' The Thorsons have had a si~m,~ificant reduction in the use of their backyard
resulting fi.om the existing drainage, and have expressed a desire for some form of immediate
relief. The Thorsons have considered placing a four-inch tile line across their backyard as
illustrated in Alternative C. There appears to be a swale through the wooded areas flowing
through the rear property area of 5821 to the east and into the golf course pond. The cost of this
project undertaken by the Thorsons is estimated to be $500. In the Thorsons letter they have
requested consideration by the City in participating with tiffs expense.

Recommendation:

If the City wishes to consider assisting with Altemative C, it is recommended that permission be
obtained fi:om 5821, since there is no easement on that property. It is Staff recommendation that
a permanent solution such as Alternative A or B be pursued. Since there are six properties which
may be directly impacted, it is recommended that an informational meeting be held to present
these alternatives to become familiar with the desires of these property owners. Staff also
recommends initial survey Work be done to verify the feasibility of these alternatives.

Action:

Motion ~o recommend to Council that an informational meeting with the six affected property
owners be held.

Reviewed by:
Director of Public Works
Assistant Public Works Director

PW: 07/15/03
