Case //2: Appoint Chair and Vice. Chair for 1994 <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Holland to appoint David <br />Bawden as Chairperson and Terry Hendriksen as Vice-Chairperson of the Planning and Zoning <br />Commission for 1994. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners LaDue, Holland, Deemer, <br />Hendriksen, and Thorud. Voting No: None. Absent: Commissioner Terry. <br /> <br />Case #3: Comprehensive Plan Update Progress Report <br /> <br />John Dietrich, RLK Associates, explained that he's been working with Bill Smith of Biko <br />Associates to develop background and mapping in order to put together the land use study. He <br />advised of City Attorney Bill Goodrich's concern over litigation regarding land use on Highway 10 <br />and stated that Mr. Goodrich would like to go to special council before proceeding with land use <br />issues. Therefore, his full report on background issues will be forthcoming. Mr. Dietrich <br />explained that they have been looking at adjacent communities to get an idea and understanding of <br />what's going on around us. He advised that there were a few issues with the City of Anoka, <br />namely the development of Anoka Enterprise Park and the possible extension of McKinley Street <br />west of Thurston Avenue, which need to be monitored. He also cited the potential of a Ramsey- <br />Dayton river crossing and the growth of State Highway g169 in the City of Elk River and the spin- <br />off of land uses in that area as issues of concern. <br /> <br />Commissioner Deemer suggested that Thurston Avenue be investigated as a possibility for a river <br />crossing, as it was discussed in the mid-80s when he served on a subcommittee researching the <br />matter. He noted that the Metropolitan Council will not back up any bridge crossing outside of the <br />MUSA and added that Dayton is outside of the MUSA. <br /> <br />Mr. Dietrich stated he would like to meet with the Planning and Zoning subcommittee to receive <br />input regarding his report prior to making a presentation at next month's meeting. <br /> <br />It was agreed that the Planning and Zoning subcommittee and staff would meet with <br />representatives of RLK Associates and Biko Associates on Wednesday, January 26, 1993 at 7:30 <br />p.m. <br /> <br />Bill Smith, Biko Associates, stated he reviewed a number of previous plans and studies (outlined <br />in his report in the agenda) to provide a starting point for this transportation study. Issues <br />identified were: Mississippi River crossing, lack of east-west road continuity due to development <br />patterns and wetlands, possible need for more connections to Elk River, need for railroad <br />overpass, too many uncontrolled accesses onto State Highway gl0, need for frontage road system <br />on State Highway gl0, need for more traffic signals on State Highway gl0, relocation of County <br />Road g5 and Trunk Highway g47 intersection, realignment of Trunk Highway g47, and the need <br />to better serve the industrial area. He identified and discussed the City, County and State Capital <br />Improvement Programs. Mr. Smith advised that his next step is appointments with planners and <br />transportation people to see what is going on in the surrounding communities, starting with Dayton <br />and Elk River, and he will be coordinating this with MnDOT and Anoka County. <br /> <br />Case #4: Request for Preliminary Plat Approval of Chestnut Ridge; Case of <br /> Good Value Homes <br /> <br />Zoning Administrator Frolik stated that the most recent revision of the preliminary plat for Chestnut <br />Ridge includes 13 lots and the elimination of the private drive and the excessively long cul-de-sac <br />by the extension of Krypton Street N.W. as a through street.
